I think that the combination of the low skill requirements and high reward makes mining ridiculously overpowered. tbh, I think this issue needs to be looked at asap.

You neglected to mention the lack of risk associated with this activity.
I would also like to add that something this profitable should be less.....err....interesting. It only seems fair.

Thats the list of my uber ideas:
1. Make people who hurt roids flagged in empire. They should be freely attackable with no Concord\Sentry response.
2. Siege mode for miners. To mine roid barge\BS should be in "achored" mode. Unanchoring should take at least 3 minutes.
3. Asteroid will have a chance of blowing up at 10 km radius ( similair effect as smartbomb). Damage will depend on the size of ship and skills of the miner.
4. Indtroduce new skills to foresee the risk and reduce damage stated above. No more safespoting miners! True risk vs reward system should be enforced.

Not only flagged for PCs, but I think CCP should bring in a new 'Environmental' division of CONCORD, who will warp in and threaten force on a miner who exceeds their daily 'roid quota (say, 25 or so). The quota would be set by your standing with said division, and perhaps a social skill. It would add an element of personal responsibility in mining that is long overdue to be addressed.

Perhaps a racial ice mining skill could be put in. Since a gallante tower needs gallante ice and so on, why not have a skill per type of ice?

I have a better idea. Everyone in the game should stop buying mins at anything other than a very low price. Problem solved, mining wont be as profitable. 
And building stuff would be a lot cheaper as well (since mins will be cheap), so all prices will drop.

I think CCP should intoduce several new NPC groups just for miners:
"Roid-Peace" who will fly around bumbing miners, strap themselfs to roids, and tie the miners up in law suits for damaging the environment. It is just not right that miners are ruining the environment for pure greed with no though of future Eve generations!
PETA - People for the Ethical Treatment of Astronomical bodies! They will steal your ore and turn it back into roids. Spray paint your ships. Break into your factories and let all your minerals go.
No more will miners be able to function with out a social reminder that those are roids were not put there to satisfiy thier greed.

Wrong good miners have to train many skills to be really good at it, drones and now master refining if you want to use t2's it's a very hard profession, and a real chore as is, it doesn't need to be any harder, easier if anything especially in 0 space, because of the impact it has on manufacture or the lack of it there.

If anything mining has to be more profitable, not less.
Empire mining is just stupid right now, you can either mine highly unprofitable minerals with ridiculously weak rats in empire, or go to lowsec and risk having your friendly neighborhood ganksquad pop in for a visit...
Why doesn't mining give you the same options as missions, you can run Level 4 in Empire without ever having to fight another player, but when it comes to mining it's PvP or newbie-belts... That just sucks!

Med and Low Mining Barges can be outmined by BS's. Remember you can't use T2 mining equipment unless you get skills for the equipment AND the crystals (crystals require seperate skills all together) and even then you'll only be doing better than a BS by very little (in a med barge). The Hvy Barge is the only one that can outmine the BS consistently because it takes over 2 months to get, and by then you're somewhat close to getting all the stuff for T2 equipment with the barge anyways.
Everything in the game is made out of minerals...mining doesn't inflate the market cause look how often people need to rebuy ships...means all the ships keep getting blowed up increasing demand. If you nerf miners, there will be even less minerals on the market (and there's already huge demand on the market for all kinds of equipment that people just simply can't make enough of). Would you like a raven to cost 300 million instead of 120 million because of how long it takes to mine for one and construct it (and the fact that EVERYONE who needs one would be out hunting to buy one). Then you have to worry about the equipment which people need to mine for and construct in order for you to outfit the ship you had to *find* and then *buy*.

Radical Asteroid Protection Group Attacks Miners
Carnage in Amsen, CONCORD Baffled.
At least 22 miners have been podded by the insidiously named radical group, MAMA. MAMA (Miners Against Mining Asteroids) spokesperson Jimmy Hoffa claims they were provoked.
About 25 people, 24 civilians and a miner who "was NOT in the shower thinking about the shipboard computer, really", were injured in the blast at about 1450 (1050 GMT) in eastern Amsen.
Eye witnesses report the suicide ship, "Yo MAMA", rushed and detonated near the mining professionals, killing millions and injuring 25.
It was the worst attack since a MAMA representative hacked the mining channels and played "Sienfeld" for 5 hours before committing ritual suicide.
Insurgents have often targeted miners in an ongoing effort to destabilise the economy and "just 4 kikz lol im board"
