Probe, great little miner.
Interceptors:
Raptor, great for shopping trips.
Assault Frigates:
Enyo, it's red and it's got a big spike!
Covert ops:
Helios, duel flashy prongs!
Crusisers:
Ospray, another great mining ship.
Heavy Assault Crusisers:
Zealot, just looks the business.
Battlecrusiers:
Ferox, this thing has lots of spiky bits on the front!
Battleships:
Dominix, have you seen the number of mining drones it can use!
Best if you state what things you would like them to be best at.

Frigate: Merlin cause it looks cool.
Interceptor : Crow
Assault Frig : Retribution cause of its awesome tackling ability 
Covert Ops : Buzzard, cause its the only one I have 
Cruiser : Moa, cause it took me 3 months to get one way back then 
Heavy Assault Cruiser : Sacrilege, cause it looks so friggin cool 
Battlecruiser : Ferox
Battleship : Apoc, cause it looks cool with 8 miners on it

incursus..hehe closerange blast pwnage.
Interceptors:
taranis..hehe closerange blast total pwnage.
Assault Frigates:
enyo, its red and tanks and ow yeh can use blasters.
Covert ops:
dont know, but helios looks the coolest
Crusisers:
thorax all the way
Heavy Assault Cruisers:
deimos=teh pwn,
isthar for its drone-armada and being the only ship where i just sat down and thought for about an hour how the **** i was going to fit it. in the end i had like 15 different setups. just awesome...
Battlecrusiers:
dont fly that, i rather take hac or bs. never actually had a situation where i would think omfg thats the ship for teh job.
Battleships:
megathron, because pvp cant be personal enough + it takes a lot of skill (experience) to fly that ship well and knowing what it can and cant do aaaand it can also fit those nasty 425mm rails.

Frigates: Vigil (a tackler's wet dream)
Interceptors: Taranis (just my style)
Assault Frigates: Ishkur (drones 'r' good.)
Covert ops: Helios (midslots and green prongs ftw)
Cruisers: Thorax (for the win)
Heavy Assault Cruisers: Vagabond (this ship is just FUNKY.)
Battlecruisers: Prophecy (gankaproph, and good for level 3's too)
Battleships: Megathron (for looks and blasters)

expensive great tackler,slightly fragile though
Assault Frigates: enyo
just great
Covert ops: buzzard
Crusisers: blackbird
the best t1 cruiser with its ecm bonuses
Heavy Assault Crusisers: Zealot/deimos
tough choice but these 2 are the big killers
Battlecrusiers: Prophecy
extremely underrated ship, in the hands of a skilled pilot its lethal
Battleships: Marchariel

Frigates: Incursus - looks cool
Interceptors: Claw - Its a mean machine with autocannons
Assault Frigates: Wolf or retribution - 1 has omgpwnage the other is a nice tanker
Covert ops: Never looked at them with interest
Crusisers: Vex0r - i love drones
Heavy Assault Crusisers: Vagabond - Minmatar ftw
Battlecrusiers: Cyclone - reasons as above
Battleships: Tempest, apoc or domi - hard to choose but i would go for tempest over most probably.
Even tho im amarr i love minmatar ships, very uderrated however ppl are starting to realise :-(

Frig - Merlin, first ship i bought, love it
Ceptor - Crow, it's better than a raptor
Assault Frig - Harpy, good damage and thanks to those gistii peeps a nice tank aswell
Cov Ops - Buzzard, it's about time the heron had a use
Cruisers - BB, Got my first pvp kill in one of these, ew is a very powerful tool in the right hands
HAC - Eagle or cerb, i love them both. no need for a tank coz no-one can hit me from stupidly long range, and most of my targets are nearly dead by the time they get close
BC - Ferox, rails+missiles+ew, what more do ya need
BS - Scorp, extremely versatile, lacks the dps of other bs' but if they're jammed they aint doing no damage.
This is the view of a slightly biased caldari pilot.

Granted my standards are not the same as everyone else's.

Frigates: Vigil. Kestrel is a shadow of what it once was. The vigil is faster than the girls on montrose, just as cheap, and has a decent balance of slots.
Interceptors: Malediction / Crow. I think the Malediction pulls out the win after the rocket range was reduced.
Assault Frigates: Wolf. Much love for the minmatar resistance bonuses.
Covert ops: Buzzard. Base CPU: 300. 'nuff said.
Crusisers: Black bird / Thorax. Tough call.
Heavy Assault Crusisers: Vagabond, for reasons so obvious it hurts.
Battlecrusiers: Ferox. Caracal offense with assault ship shield resistances and mini-battleship hp.
Battleships: Typhoon with skills. 6x 1400mm 2s: Rocking out since Spring '05.

BS: Megathron, Scorp back in the day but im gonna bring it back once i finish trainin missile skills

Frigates: Rifter
Destroyer: Thrasher
Interceptors: Claw, Taranis
Assault Frigates: Retribution, Wolf
Covert ops: Buzzard
Crusisers: Thorax
Heavy Assault Crusisers: Deimos, Ishtar, Vaga (hard call)
Battlecrusiers: Proph
Battleships: Tempest, Mega.

Frigates: Rifter (it's like an inty without needing skills).
Desroyer: Catalyst with all 125's is pretty sweet.
Interceptors*: Pre-patch was Crow, but now I'm not so sure. I quite like the Crusader (only with t2 med pulses tho).
Assault Frigates*: Argh! I'm torn between the Retribution (stunning tank + stunning dmg) and the enyo (great tank, stunning dmg and looks uber).
Covert ops*: Only flown Buzzard, not picked up the anathema/helios yet.
Crusisers: Thorax
Heavy Assault Crusisers: 2 weeks and I can fly Amarr. I was disappointed with the caldari ones tbh so didn't even train for them. Looking forward to racking the HS2's up on a Zealot.
Battlecrusiers: Prophecy (tank + pulses fits well enough), altho i don't use it much.
Battleships: Apoc is my main one (only ever used the raven once for a lv4 mission as i thought they made it too easy). Mega's pretty good too, but not had mine long so not tried blasters yet.

These kind of questions really bug the heck out of me. There is no best ship, for all situations. Matter of fact, if there was, it would be clear that ship was overpowered and needed nerfing.
Your choice of 'best ship' is completely situational, both for what you want to do, and what you're opposing, as well as many other factors.
In short, get a Cloue.
