Greetings members of the Empire and State citizens.
Today I would like to announce Praetoria Imperialis Excubitoris (PIE, the oldest Empire loyal capsuleer organization) has formerly created a branch with the express intention of improving Empire/State relations and to increase military cooperation. My corporation, Advenus Classem (AVCL, sub-branch of the PIE alliance), will operate as this branch and is authorized to work with Caldari pilots for both cultural and strategic exchanges. While there are many things we may not see eye to eye on, there are so many ways that the Empire and State are very compatible. For this reason it is my sincerest prayer that cooperation can be established, that good nature will triumph over mistrust, and that we can form a stronger alliance together against the darkness of the cluster.
AVCL will conduct three operations in order to establish this goal.
First, AVCL is seeking Caldari military leadership in order to host some combined operations within our warzones, both in the State/Federation front and the Empire/Republic front.
Second, AVCL is establishing a common area, of sorts, which is open to those loyal to the Empire or State to converse, talk about culture, and establish commercial and military partnerships. More information on this location is to follow shortly as the final details of the venue are still being fleshed out.
Third, AVCL is authorized to accept Caldari pilots in our new pilot exchange program. The purpose is to allow Caldari pilots to experience the Amarr Culture in a environment that is both comfortable and understanding. Caldari amenities will be provided during the length of the transfer program for pilots who want to ease themselves into it. PIE will also lift the typical hull restriction on transfer pilots as such they may pilot their native Caldari hulls.
I look forward to working with loyal members of the State in the near future. Any and all questions should be aimed at me directly though mail or convo. Any Amarr who wish to be involved in this program are welcome to contact me as well. |

I must admit I never been much of a friend of the Caldari, probably because I can't really understand their culture. And I look forward to this chance of meeting the allies on the other side, and be able to overcome those deficits in understanding that exist in my perception of the caldari people and society.

Hello.
The Praetorian Auxiliary Force accepts Gallente and Minmatar pilots who support the Empire. Advenus Classem is likewise open to Gallente and Minmatar pilots despite being focused on Amarr-Caldari relations.

PIE has a division for all races loyal to the empire in the PAUX corp.
AVCL doesn't have a race restriction as well, just we accept State loyal pilots. We also don't force the Amarr faith on transfer pilots. We make sure they can get exposure to it if they chose to, but faith in god is not a requirement for AVCL... Respect though is. |

The thing that needs to be remembered is that the Amarr do want to convert us. It's kind of the stated purpose of the Empire, and the last time I checked PIE were Imperial loyalists. The objective of Amarr is to become the monoreligion, the one faith system of all of humanity in New Eden. And they're not stupid about pursuing that objective - if they think they can do it through flattery, inoffensiveness, diplomacy and pleasantries, you can bet your beard they will try.

I was under the assumption that this offering was only going to net the culturally curious and potentially converted anyway. There is a rising sub-culture of Amarr faithful in both the Federation (in various forms) and the State; but nothing major at present. Simply put, it was my belief that this 'exchange' was by design aimed at tapping the undercurrents of curiosity and latent belief present in fringe Caldari loyalist capsuleers.
As a long time trader across the Caldari-Amarr border, I feel that this form of cultural exchange; a willing and voluntary submission of self to a different society, while that society seeks to provide an approximation of the culture to which I am accustomed in return, is noble. It is one of the things the Federation does well internally, that the cluster at large could embrace externally to great profit.
As ideological exchange and cultural cross-over was a stated part of this programme, I can't really find it as either insidious, or negatively impacting. Any participants, such as Enderas-haan, will bear the stamp of their time with this corporation even should they leave, any entities seeking detachment from Amarrian theism always have the power to say no - as small minded as I believe that to be.

It's none of my business what individual persons choose to believe. It is my business, as it is the business of all Caldari, to worry about foreign interference in Caldari affairs.
If somebody's willing to be converted to Amarr, good luck to them. I think they're crazy, but it's their mind to waste as they see fit. But the Empire has not historically been satisfied with the table scraps. They'll take small liberties, then bigger ones. They'll push, and wheedle, and finagle, and insinuate, until you've gone from an outreach program picking at the desperate few who'd rather pray to another culture's god than try to fix their own problems themselves, to the point where the empire has its claws in enough to start demanding more.
I'm not advocating a ban, or censorship. I'm advocating putting the other argument out there, the powerful one that Amarr is a doctrine that is antithetical to the meritocratic ideals of the State. I can't and shouldn't make people's decisions for them - that's slavery. But I'll damn well fight tooth and nail to oppose whatever campaign the Amarr or anybody affiliated with them might set up. I'll be damned if I'll live to see the meritocratic ideals of the State supplanted by mindlessly kowtowing to the "chosen" of Dam-Torsad. You watch, the oh-so-sincere declarations of wounded integrity will inevitably follow what I'm saying here. The words "We have nothing but respect for the Caldari people" in the mouth of an Amarr loyalist is a smooth deception. Make no mistake - to them, we're still heathens. It's just that we're heathens they feel safe enough using their subtler, slower tools on. They're the most dangerous kind of enemy, Tuulinen-haan - the one who is convincingly masquerading as a friend.
Am I accusing pilot Goldcore of knowingly spreading falsehoods? No, of course not. I'm sure she's perfectly sincere. The most convincing lies are the ones where the person disseminating them honestly believes they are the truth.
Last time I was on a battle field and someone came to my aid I didn't care if they had a leaflet to give out afterward of not. I was just grateful.
The Caldari have been close friends to the Khanid Kingdom for quite a while now. I find your remarks rather cutting Stitcher when if the Kingdom hasn't tried to convert you why would the Empire? Are we so different from each other aside from the Empire not sporting slick black ships? |

Wishing to convince others of the positives of one's culture and religion is not an evil, mister Stitcher. Nothing is being forced here. PIE would of course be very pleased if a transfer pilot did convert, but the choice to do so is his alone.
You are Caldari, mister Stitcher. Surely, as a Caldari, you would understand that there is nothing wrong with organizations and people each attempting to advertise their merits in comparison to their competitors? If someone is exposed to two drinks, each from competing companies, those companies have a right to promote their drink. It is up to the consumer to choose which drink he most prefers. If you wish the consumer to choose your drink, then you should promote your drink better, not attempt to completely deny your consumer the opportunity to ever test your opponent's drink out of your fear that he may purchase it instead.
Your fear that Caldari might be converted, is no reason for them to avoid seeking to experience our culture, or to share their own. It is no reason for them to avoid us, to avoid strengthening the bonds between our empires. It is their choice to participate in the program, and it is their choice if they wish to convert or hold to their original beliefs in the process. |

Captain Stitcher, there are two things you don't include in your analysis and yet, are most important.
First, you picture the AVCL as a one way process: Caldari come to the Amarr, get brainwashed, get converted. As I've seen inside the AVCL and by talking to its members, this is not the case. The AVCL is intended to be a two sided process, you know us, we know you. We create trust, we create bonds, we come to eachother's help. Some Caldari may be converted, but it could also perfectly be possible that amarrians be convinced of the good things in the corporation "way of life". Afterall, this is not a monologue, but a dialogue.
And second, Amarr aims to convert everyone to the one religion, that is true. But we have all eternity to do it, there's no hurry in it. We convert by taking slaves and teaching them the propper ways, and we do this when Crusades are called under the banner of the Reclaiming. There is an on-going Crusade now, but it's not under the banner of Reclaiming, as it is a defensive war in the Bleak Lands. We are even forbidden to capture new slaves by order of the Empress herself. So, even if we wanted to Reclaim you, we wouldn't be able to; and, certainly, even if we could, we'd leave our friends for the last, there's still much work to do with the Minmatarr and the Gallente. You make a wise point there, the Republic is notoriously politically unstable, plenty of opportunities for real-estate and purely financial mastery of local SCC markets. With closer diplomatic relationships, this might even extend to non-SCC, domestic markets, which would be quite lucrative for those with access to such tools.
Specific to this development, however, the Amarr have recently become the single largest contributor to the Caldari economy, apparently on a non-controlling, non-destructive manner. No one benefits from stagnaton, and even the ponderous but enduring Empire has recognised, in recent times, the need to catalyse their society. On the flipside, with recent events being what they are, we might benefit from learning a little restraint in some aspects of our society. A big ask, and an unlikely outcome from a capsuleer project that will always be of limited scale, but as a trial of methods and means to achieve a greater degree of dynamism on one side and stability on the other, it may just achieve something. I'm all for looking at the alternative point of view and scavenging the good, compatible bits so as to improve your own philosophy, but permitting "cultural blurring" goes against the very reason the State exists. If there's anything positive to be salvaged from the Amarr philosophy, we don't need to sacrifice our own mission to learn it. Observe to learn the beneficial aspects and foster mutual respect through such 'interface subsidiaries', whilst partitioning and preserving your core corporate interests. I must echo this. I am not a State citizen, I have never been a State citizen, which is why I am incredibly amused by this thread because even as an outsider I can appreciate what is happening.
Blathering, very non-Caldari sentiments everywhere and people being incredibly silly. I find the entertainment of this notion preposterous even from a Liberal.
I found it most titillating when that fool pulled the 'You are a Caldari, Stitcher, so surely you must understand...' routine.

I understand social interfacing perfectly well - come on, my life for the last four or five years has been living in other cultures for the sake of learning and respecting. My agenda for being in the Republic these last twenty-two months has been to learm, and to determine which bits of Minmatar philosophy and lifestyle the Caldari can learn from. That is respect. I am here to be educated, not to educate in turn.
This outreach program of the Amarr's is... unhumble. It implicitly says "You have something to learn from us." If Amarrians want to come live in the State for a bit, watch, and go home with something to think about, that's excellent. If Caldari wish to go live in the Empire for a while and sample their outlook then that is not only something I applaud, it's something I've done.
If pilots wish to enter a "social interface zone" then the tools are already in place for them to do so on their own initiative. This program of PIE's is a propaganda engine, not an honest avenue for cross-cultural understanding. I trust that as long as Faith is not restricted by the Caldari from participating in their market place of ideas it will in time be proven on merit. As per Caldari custom. As long as the State does not seek to be the Enemy it is not the enemy. As long as the Caldari State honors it's agreements and acts as our ally, it is our ally. To be aided when State requests that aid and to have it's parts treated fairly when they seek to do business with or within the Empire.
As long as current status quo stands there is no need or reason to interfere or seek to teach, guide or dictate how the Caldari might best organize their society or handle their business. I am certain that such efforts would be as welcome as certain Caldari pilots efforts to teach, guide or dictate how the Faithful should conduct their business and organize our society, aside from business and all exchange with the Caldari.

At present I hardly ever see golden ships in Black Rise and I have never felt a pull to travel out to aid the Amarr in their fight. If we are truly allies, more of that sort of thing should be occuring, no?
In addition there is a big difference between Cultural Interchange and Cultural Understanding. Promoting cultural understanding, as I am in this case, will provide data to either prove or disprove Hakatain-haan's point.

I have made no secret that I would love to see those who take interest in the Amarr way convert completely. Having another brother or sister is something that should always be celebrated. However that is not the goal of this program. The Empire and State combined have many enemies, most are the same. It seems unwise to fight without a rear guard to watch your back. If, after all is said and done there is only military partnership that is created, then I would consider my efforts successful.
On another matter, the AVCL common area, known as the AVCL Connection, is open to all patrons to visit as they see fit. We serve food and drink free to any currently serving Caldari or Amarr militia members and should have this evenings Mind Clash match live. Expect to wear semi-formal clothing as this establishment is considered up-scale and as such only has the finest amenities. The doors to the AVCL connection, however, are barred from anyone identifying themselves as loyal to any faction hostile to either the Empire or State. Also, no weapons are allowed... though being on the capsuleer deck, those aren't allowed anyway.

I used to do that quite often in the early days of the proxy war, but I have not seen a lot doing the same, where the FDU and the TLF used to do that from times to times when they looked for an edge in a specific battle. |

In the Jita system I might be thougt of as a Ishukone citizen, a Capsuleer, a Provist-sympathiser. a liberal, a practical or a patriot. Out here in Imperial space, I am Caldari. I am not part of some fractious political coalition; I am Caldari.
The fact that I represent the State and the Caldari race among a different people only makes me want to be the best Caldari I can be. It is my responsibility to give off a good impression by working hard, showing patriotic commitment to my corporation and conducting myself with strength, persistence, and dignity.
As others have already pointed out, there are distinct tactical and strategic advantages to cultural exchange. The "corruption" scenario could only happen if millions of people decided to enlist in this programme. I do not see this happening any time soon. |

As long as the Empire's stated goal is to forcefully convert all humanity to their religion and culture via the "reclaiming" (and Sarum announced a new "reclaiming" at the same time she gained power), then I think all peoples of the cluster have something to be concerned with whether an ally of the Empire or not.
Let's not play the moral equivalence game; the Elders did what they did in order to preserve the last of a people the Amarr tried to exterminate centuries ago. It was a necessary evil. I'd not compare that to what the Amarr have perpetrated upon the cluster since they emerged from the dark ages at the behest of their dusty religious books.
P.S. I'm quite aware that not all imperials hold slaves but, if you support the Empire and its goals you're just as complicit in my opinion.

Take for example the Khanid people. They were at large (that is with the exception of a few insignificantly small clans of their tribes) reclaimed without being subjected to any force in the matter. It's just propaganda that the Empire isn't able to cooperate peacfully with others. The Empire was one of the driving forces behind the establishment of CONCORD and the following time of peace.
Even if the attack of the Elders on the Amarr was justified by past transgressions of the Amarr (and I highly doubt that, for the reason alone that two wrongs don't make a right) their attack on the CONCORD assembly wasn't in the last and their willful ignorance of international law and willingness to jeopardize interstellar peace lead inevitably to the following conflict. All that while there would have been other ways to pursue the goals the Elders seem to have had, unless of course the current state was among their goals. One really can't say that it was a 'necessary evil'.
Citing the 'necessary evil' is just a way to say that one doesn't want to bear the responsibility for ones actions.

I also question just who the hell do you people think you are? You say that you were "chosen" by your god to rule over the rest of us. My spirituality and upbringing taught me that no man is inherently worth more than another and that no man has the right to force his will upon another. We seem to be at a stalemate. However, rather than accepting that state of impasse your Empire chooses to plow ahead using whatever means necessary (including force of arms, mass murder, slavery, cultural imperialism) to accomplish its goals.
I submit that humanity has never been unified and likely never will be because of the fact that we're humans and have free will. My apologies for the typo MS. Rela, 
Sarum announced a 'New Reclaiming' in conjunction with the begging of the end to the slave system. That alone should tell you that there is more than one avenue open to the Empire and speaks volumes about the state of progression the Empire is on. This is important because 'Reclaiming' doesn't necessarily mean, in the theological sense, the forceful conquest of all people, but spiritual unification into a humanly Kingdom of God. One does not have to force the world to heel militarily in order 'Reclaim' them and the Amarr don't do anyone any favors by attempting to force it on them. Faith is something you accept or don't, you can't force someone to believe.
Your preconceptions of the Empire however aren't entirely unjustified given the sordid history between the Empire and Republic, but rather than hold on to old grudges and hate why not look forward to the change happening right in front of your eyes? We can each be a voice of reason in our respected spheres rather than an echo of stagnation.
I agree entirely with you about not playing the moral equivalence game, which is why you should stop attempting remind the Cluster of the sins of Amarr's past when the Matari's remain fresh. There is no blanket term for ' a necessary evil'. You should remain aware that by claiming that you open up the Amarr to claim the exact same thing in terms of slavery. The end justifies the means would be applicable here and everyone would claim it but refuse to acknowledge the others.
It is however unfortunate that your people have not been given that option, which leads us to where we are today. Advenus Classem has however opted to take the chance to prove you wrong through their outreach program and show that Amarr isn't all about brutality and single mindedness. "What to do about those that politely decline?" Allow me to get back to the Khanid situation first, before I answer your question more directly:
It's not like that the moment the Amarr showed up all Khanid converted freely. Rather it was a process that needed time. Still, yet, they weren't forced into convesion. If someone politely declines to convert than this apparently means that he needs still time to consider what is at stake. There is no need to force someone who is able to make decisions responsibly and acts accordingly. Only when someone shows that he is not able to take up responsibility for himself there is a necessity to guide them and only if someone goes against what is righteous there is a need to employ force in this.
Or to say it in another way: Even thugh the Caldari seem to lack proper fear of God (Though one might be surprised by what theological investigation into the matter might reveal if the Amarr and the Caldari work more closely together to come to a true bilateral understanding.) they are accepted as righteous people. Force can only prevent people from doing unrighteous things. Thus there is no need of forcing the Caldari to change in any way, unless they loose the Caldari way. Thus it is proper for the Amarrian faithful to encourage his Caldari allies in their way and to trust that in time they will see that the view of the Caldari Wayist, that the world is a test to forge the worthy, and the view of the Amarrian church, that humanity has to be reunited in a fulfilling and harmonious relationship to God, are views on one and the same thing and that they only differ in perspective as humans start on their path to the singular divine source from different positions, but lastly strive by the very nature of creation towards the same goal.
As to you, Ms Rella:
As you might be able to inferr from what I said above, there is no "offer" in the matter of Reclaiming. Rather it's a question of whether someone is having the abilities necessary to see the underlying truth or not. If those qualities are missing, they need to be groomed. The Empire, whether it was right or wrong in that assessment, judged the Minmatar to be lacking in those abilities and therefore decided that the Matari need to be educated before they could make their own choices responsibly. The Caldari were judged to be in possession of those qualities in which we found the Matari lacking when we first encountered them. That is why these two cases are not compareable.
As to your question "Just who the hell do you people think you are?", I only have to respond that you miss the finer points of Amarrian theology here. The chosen are those that "live righteously and in fear of God". A mans worth is not inherent in the fact that one man is that man and the other man another, but in their choice to live rightous and in fear of God. The rightous man is worth more than the unrighteous man, exactly because the worth of a man is measured by how righteous he is, that is, that he does what is right, rather than what is wrong. And if someone does the wrong thing everyone else is entitled, nay, has the duty, to stop this someone from doing the wrong thing. By use of appropriate force, if necessary.
Now as to your claim that the "Empire chooses to plow ahead using whatever means necessary (including force of arms, mass murder, slavery, cultural imperialism) to accomplish its goals" I'd like to note again that the Empire was a force for peace the better time of the recent past, while it was the Matari Elders that choose to use the tools of force of arms, mass murder and terrorism to accomplish their goals, even though they were certainly not necessary in the extent that they were utilized. And again, that the Empire might have been guilty of the same offense, doesn't justify a bit to commit them now.
As to whether humanity has ever been unified or not, I'd say that you'd have a hard time proving that it never was. Also, the 'fact' that humans have free will (if we accept that claim for the arguments sake) has not to conflict in the least with the goal of (re)uniting humanity in a fulfilling and harmonious relationship with the singular divine source, as such a unification in a relationship to the divine leaves plenty of room for the excercise of 'free will', especially as entering a relationship with the divine is always choosen 'freely' and (hopefully) out of the insight that it is the right thing to do. Choosing to do the right thing doesn't mean, though, that we could not choose to do the wrong thing, it just means that we don't choose the latter.
Kuvakei, is another animal entirely, as he got frustrated with the unwillingness of other people to choose to do what he perceived to be the right thing and therefore decided to supplant their individual wills and decisions with his own, eliminating their status as persons and humans, as he lacked the patience to do the right thing and educate those people and train them to choose responsibly. His impatience lead him down a dark path surely.

Cpt.Stitcher... my aunt's staff includes a bodyguard who practices a sort of pseudo-religion called "boo-she-doe" that apparently originated within the State. And we have no problem with that. I honestly think it's what makes him so dedicated to his job and have considered petitioning introducing this idea to our Kameira forces.
We gain much from Caldari culture. Oh, and have you noticed that the designs for our Dragoons, Arbitrators and Prophecy ships now include multiple rocket launcher mounts? We are not as stagnant as some would like to believe. We learn and adapt. We're not above borrowing good ideas from others.
