I've read in most places that to get these requires 15,000Lp's and costs 10mill.
I'm working for a Lv3 in Scolluzer (the chick with flared red hair) and i have just under 20,000lp's and a personal standing with her is 9.6 now and still not been offered any of them, wheras sum people i've asked av been offered them with just 6,000 on lv3 and 4 misisons even the lv3 agent am with.
just wondered if anyone can shed any light on this

these offers are always 15k lps + 10mill as u said.
frequency of them being offered seems to have dropped alot though.

will i still get one offered tho if i continue to do missions tho? i usually do bout 5 missions per day and so they go up pretty quickly

Its entirely possible you will not get the offer.

Your best shot is to run missions for half a dozen or more lv4 agents, and just get them all up to a shade over 15,000, then hope for the best.

I belive once you reach ~20k LP with an agent it is no longer possible to get a skill offer.

I got that offer yesterday, I had just over 20k lps.
I you get over like 25k just take an other offer and start again. (Or just forget about it)

probably why i ain thaving it offered... every chuffer else is gettin it lol. i'm just gonna carry on and see how things end up, the silly bint might deceide on letting me have one sumpoint.

All my agent hate me, 6 diffrent agents have all offered me crap. 
If only i could get one or more of the damn skills without having to pay some stupid price

you dont have to complete a mission just ask for and decline a mission for every offer you recieve, then get another agent and get that to 15k and jump between the 2,3,4 agents ect.. until you get the offer.

She's started to give me sum decent offers over last day or so, had an offer of 4 each of all the 3% Rogue Hardwires which wasnt bad but she wanted 12mill for em n all as well as 20k LP's. think i'll just hang in there and see if i get owt reasonable, coupel weeks there'll be couple of ma corp mates back from sunning it on their holidays so can get sum Lv4 missions done and see how we fare at that.

Offers for +3 implants seem to be at 10,000 LP per implant plus a nominal amount of offer trade goods, those I would probably say are the meat and potatos of normal agent offers, particularly since there are the five types, so the chances of getting an implant offer seem to be higher than for more specific offers.
Not the most value in the world, but good solid offers all the same.

And forget the hardwiring offers they are (mostly) crap.
12mill ISK for a few shoddy +3% to some lame attribute.

Gotten a military connections book just yesterday from a lvl 3 Internal Security agent at about 16.5k lps

I got the offer twice - I took it both times - I trained the 1st up to Lv 4 and then second I have up for sale on escrow. I got a +3 will power implant offer to move some files, three jumps to pick them up and then 3 to bring them back. All three jumps in 0.8 space ū that was gravy. The bonus was isk but the implant was the "pay" for going it. I am looking to get another one to trade for another type of connections skill - the one I keep getting are for Military Connections. PVE is not where the goods are at now it seemsą

yet im getting +3 implants like gold - get 3 of em sell for 150 M and buy a military or trade connections (manufacturing marketing agents) 5% LP boost per level.
But yeah oding a couple of level 3 adn 4 agents is adviseable - taking expensive offers and selling on market then using those funds to buy the connections skill is the other alternative still quite a few on escrow

what we need is 35-40,000 LP offers for 2 sets of connections skills perhaps military and trade at once for 30M ISK as well
80,000 LP offers could be a set of 4 military connections skill books
