They do honor ransoms, the FC is the one to negotiate it and keep track of all the ransoms collected.
During prolonged gatecamps they usually change the FC from time to time, so I guess you just were unlucky enough to get caught during a FC change.
You should have payed the second ransom and could later petition the double-ransom to one of their leaders for an instant refund.
Not everyone in EVE is trying to scam you, you need to learn to be more trustful.

The goons are vile vile people that take this game far to seriously because thatGÇÖs what it is its just a game.

In those links above they admit to cutting of peoples electricity to trying to infiltrate CCP by starting a gay relationship with an employee. They also admit to breaking the law by hacking in to people computers and stealing data. To also trying to engineer someone in to killing themselves by destroying their lives.

The goons are utter utter scum the lowest of the low.

God knows why CCP continues to allow them to play this game because if the mainstream media got their teeth in to this it could potentially ruin their company. Especially if the goons finally get there way and eventually get someone to kills themselves.
