What if... Instead of using the current static costs of war decs, a more log based function where the longer the Dec, the greater the cost?
For example, the first week, the war costs x isk. The 2nd week is 2x, the third week is 4x. Obviously, what multipler used would be determined by ccp. Also, to balance this, reduce the cost of wardecs initially. For example, what you pay now for one week of war, under the new system would get you 2 weeks of war. However, the 3rd week would cost you as much or more than the first week combine.
Then enforce a 1 week cool down period before war can be declared again against the same corp.
The goal would be to encourage more wars initially, but reduce or eliminate the grieging tactic of perpetual war. Additionally, the hope is that the defenders would be less inclined to jump ship, if they knew a war would eventually end. And perhaps more mechanics could be put in place to limit people evading a war by dropping corp.
Obviously, there are ways you could game such a mechanic such as having multiple corps the deccers could hop between to keep the costs low, but this may also be balanced by mechanics.
Why you may ask... It seems the biggest gripe from the defender is the disruption of a war Dec. Such a system may limit the disruption. For the aggressor, this system could be balanced by limiting defenders from dropping corp to avoid the war Dec. It's not perfect for either group, but it's an attempt at compromise between the two.

Don't war dec fees already double for each consecutive week they are in effect? Change isn't bad, but it isn't always good. Sometimes, the oldest and most simple of things can be the most elegant and effective. |

Thats not a log scaling, its an exponential scaling. That is the cost increases exponentially with time. Log scaling would be sort of like:
1 x1 2 x1.58 3 x2 4 x2.32
This would not solve the issue of long term wars. The deccer would just make two or more corps and have them dec you alternately, moving members back and forth as needed. You even point this out.
If the rule is "The cooldown period blocks ALL new wars" then a corp would make a dummy corp that would do a dec every other week for the one purpose of blocking other decs.
Most players who view a war as a disruption feel that a war essentially blocks them from playing as they want. For them even one day, even an hour, of disruption is not worth staying in corp.
If there was some sort of block to leaving corp, then its a field day for spies and AWOXers. Also those who do not the war experience would be less inclined to ever join a corp.
