It's true that cost doesn't help a T1 ship be more competitive in a single fight. But the nice thing about eve is that it's not just about single fights. You don't drop into an instance that disappears as soon as the fight ends. In any sort of prolonged conflict, the cheapness of T1 becomes a major issue. Sure, a raiding fleet of HACs and interceptors are going to do more damage than one of T1 cruisers and frigs. But at the same time, when the raiders do get taken down, the T2 squad has suffered a hugely bigger loss. It'll probably take them a few days to go away and replace the T2 fleet. Wheras the T1 raiders can be back again in a few hours and, thanks to insurance, having taken only a tiny hit to their wallet. This also means that the T1 fleet can afford to perform riskier operations - camp-busting, suicide raids on freigters etc, that the T2 squad wouldn't want to attempt because the losses would be too high.

So that would mean ships that are as expensive as t2, have the same stats as t2, just with t1 skill reqs? What then would be the point of the t2 ships?

Some players will learn faster, and be impatient for their skills to finish. Others will learn slower, and the skill system protects them from their own incompetence. CCP has to draw some value in the middle for the skills, so it's not going to be perfect for everyone.
