No, I did not try forcing anyone to do anything. I just incited a friendly conversation with someone that was a mild irritation. Hopefully, she won't be in Dodixie anymore, and I can be bored in relative peace until I have a machine and a connection that allows me to undock without hideous game-breaking lag.

While i can sort of understand what you are trying to do, you have to understand that this is something that has been said so many times over and over again that one more wont make any real difference (as an example look at a certain recruitment scam from one of the more known alliances).
When it comes down to it new players (and plenty of old ones im sure) gets scammed because they dont take the time to do any form of research and are blissfully ignorant of how harsh EVE can be.
In a way (in my own opinion) its a good thing that young players gets to experience getting scammed once since it will teach them to do proper research, encourage them to find creative ways around these scams (look at DMC's post as an example), and finally teaches them that you can not trust anyone in EVE (especially if they want to give you free stuff for no apparent reason at all ).

Same, as long as you follow the rules, and are polite instead of trying to shame them in general forums for being too slow on the transactions.
I mean if you dont have patience you will get burned, these PLAYERS ARE GIVING AWAY THEIR ISK TO RANDOM PEOPLE out of the goodness of the hearts and wallets.

I am sympathetic most of the time to other eve players who get scammed, but what makes me want to keep flaming this thread, is simply this.
You should have ABSOLUTELY NO EXPECTATION of getting stuff for free in this game, irregardless of whether you attempt to shame a scammer or not.
Lets say that the pressure you put on the scammer worked, lets say they doubled your isk... would you be posting here? absolutely not.
YOU are posting here, simply because you are angry with losing 1.2 bil or 1.4 bil whichever it was and you want some kind of justice or this is your attempt at reasoning your loss, instead of admitting you got scammed. (which is what happened)
You are trying to justify your loss with this absurd public service announcement, TRULY does anybody here even remotely expected your isk to be doubled?
You gambled and lossed, I doubt if anyone cares about your so called public service announcement, but I for one am glad you made it, so If I ever cross your path and need to engage in any kind of acitivity with you a simple forum search will show this absurd thread and I will know you are just one of those get rich quick types.
The best move you can possibly do now, is edit all your posts in this thread so they are blank and ask for it being locked.

Eventually he left the system and after I did a mad dash jumping into neighboring systems, I found him again and started doing the same thing again, spamming Local with my message about the scammer. He soon logged off.
However, I remained vigilant and whenever he came online, I was soon in the same system posting my message in Local. This went on for about a week, then one day he sent me a mail message saying I had won, deposited 15 mill in my wallet and told me to leave him alone.
Sure, I didn't get the 'Double Your ISK' but at least I got my initial amount back. Granted it took me some time to do that but in the end vengeance was mine. I've heard it said before that vengeance is best when served cold but I'm here to tell you that it's way better when served fresh, hot off the grill.

I know this works because I have done it multiple times in multiple games. It simply becomes unprofitable for them to operate in that area or on that server. This actually works for many kinds of third party profiteers. Eventually you can create a local cultural norm about it where the potential marks now have a persistent hostility toward such activities and take pride in trolling them out. The ISK doubler is essentially 'lazy' and will move to someplace easier to operate. Because EVE is geared to be able to handle transactions and is so vast this would not likely work here, nor be worth the trouble. It is necessary to create a consistently hostile business environment for them. Though it does not take the kind of 16 hour obsession reported here, you do have to be vigilant for a short period of time and willing to log an alt. Educating the 'mark' alone is insufficient. However if other people relaize they can punish the doubler in some way it very rapidly becomes good fun to do so. Actually paying the doubler anything is the opposite direction you want to go. If you cannot destroy their profitability through insane transaction costs there is little you can do. 'Education' such as the OP imagines not only does not work, but creates the opportunity for shilling by the doublers themselves, as we see above.
If I'd thought about it a little harder, at the time.... your method does make a lot more sense.
