Exterior storage for electronics, giving it a full 360 degree view unobstructed by the basic electronics of the ship.
Or just a small storage area for all incursus pilots pet snakes.
All gallente pilots are so awesome they HAVE to have pet snakes. :o

The ship (currently) has a tracking bonus, so I'd say it is a sort of sensor. More likely it is just mean't to look cool and unusual.

The ship looks like a horse's head so im gonna guess its one of those poles knights use to ram other knights with.
It serves no real purpose in eve though. ------------------

I seem to recall something about Ramming being in the original workings of the game but they dropped it.  I belive there was a bonus on this ship for that. http://www.phoenix-labs.net

Probably magnetic sensors that are stored outside of the ship's main magnetic influence. Though, given the size and weight of the ship, the boom would probably have to extent much farer away (e.g. 100 m or so). Could be calculated, but I don't want to go through all the formulas right now.
On currently existing spacecraft / fighter jets, such noses are used for sensor storage, which then either measures atmosphere composition or has radar etc. in it, in order not to expose those systems to the electromagnetic interference from the main ship.

When they designed the Incursus, they also hired Angel Cartel engineers as consultants. The result was the forward spike.

Step 1) Make giant dart board of cans in space. Step 2) Line up a buddy in an Incursus. Step 3) Charge at the Incursus in a Bumpageddon. Step 4) Bullseye!
So you see it's just a simple space dart. It's all the rave now adays.

The one on the incursus is an e-pean.It gets larger after every battlecruiser you take down with the ship.

Wow, I never knew the Incursus was based on a fighter jet.... 
Personally when I take mine out, I like to go fishing so i use it as bait like the deep sea fish in Finding Nemo.

If you *gasp* try reading the backstories, you'd realize that that sort of thing is already on _every_ pod ship.

If you zoom real close, you'll notice a gallente pleasure slave tied to the end. It's basically a carrot on a stick, urging the pilot to get more speed out of the ship.
