Yes, if you use Google or Wikipedia you can figure out what a Caracal is. It is also called a desert lynx or African lynx.
I think the reason it was included in the Caldari raptor names is: the caracal is known for catching birds that are in flight.

It is more a case of culture.
Amarr: Ancient northern african and middle eastern. The craddle of christianity. Note that since Amarr are highly religious, they are also highly unlikely to name their ships after some other pantheonic god.
Caldari: Mostly american and their tendency to name ships after "strong" (flying) animals. Mythical beasts from greek mythology belongs here - call it a heretige from their time in Gallente Federation.
Gallente: Ancient greece, rome, and the barbaric tribes of that time. This also possibly includes astrological/nomical names such as "Nebula", although it might seem a bit more Jovian.
Mimatar: Norse as well as seafaring. Also ground living mamals. --

for minmatar bs (and ships in general) - norse related mythology already there a lot.
as have been pointed out to me by someone who knows such things (sure he will come along soon), it only make sense that the t2 tempest will be called:
-- Huginn (brother or somesuch of Muninn), though perhaps Odin is more appropiate
of course the t2 Phoon could be called:
-- Hurricane (as have been mentioned) -- Landslide...  -- Potato Gun  -- Grizzly/Hyhena/Mastiff/Crockodile/Alligator 
dunno - imagine that the t2 phoon will be more fun to fly though...

Seeing as that the Minmatar Tempest is a variation of the Roman Godess of Storms/Wind Tempestates, I think that the T2 BS should have a name from similar origins.
Minmatar T2 BS: Zephyr (short for Zephyros - Greek god of the West Wind)

Gallente: Megathron -> Atropos, Dominix -> Thea (Atropos, the one of the three greek Fates who cuts the strings of life. Thea, the wife and brother of Hyperion, mother of Helios, Eos, and Selene - aswell as the troop of monkeys known as "Cercopes" (no pun intended))
Minmatar: Tempest -> Katana, Typhoon -> Jormungand (Katana, single edged sword. Jormungand, Norse mythological serpent, lies coiled around the world)
Amarr: Apocalypse -> Exegesis, Armageddon -> Sicarii (Exegesis, the science of textual interpretation, specifically refering to a bible text. Sicarii, a group of zealots involved in political assassination of various groups)

t2-ship names come from the use or myth form from their t1 version (eg. stabber, someone who stabs = vagabond; rupture, who causes ruptures = munnin).
So pretty please sugar on top dont name t2 tempest/typhoon something like storm, gust, squall, hurricane or the like!
some suggestions I like are Mealstrom for the typhoon (inverted typhoon in the water, lets hope the t2 phoon is the same: an inversion to a great ship ) Jormungand also, and zephyr.
Oh and btw: Hyperion is already in use by concord, they have a bs named Hyperion.
