Eve combat takes place at very short ranges or very long ones. Because scram/web ranges are limited to very short ranges (unless you have a fleet of Recons) you need to have combat that close unless you have bubbles. Otherwise, you're left sniping...

I'm sure agents already build certain T2 ships for you, eg covert ops and assault frigs, in exchange for lps, at least last time I did missions. So expanding this to other T2 ships shouldn't be a problem.
