One comment under Simple Planetary Interaction (Populating, Trading, Manufacturing).
If this idea gets implemented, which I think is a great idea, please let us "free" slaves. They may be really happy with their freedom and happily relocate.
For the mean pilots, they can keep them enslaved and have them work in factories or mine on the surface. :) Of course, they would have to feed them and provide simple items so they don't die.

Enable players to further research individual features of the blueprints, like powergrid and such. Requires a huge rewrite of many systems but might be worth it. Would also allow branding (Manufactured by).
Modding Ships
We should look into allowing players with sufficient skills, tools and infrastructure to mod your ship with permanent modifications, like armor increases while sacrificing speed. Ships can't be sold on the market as a result of the modifications (The mods themselve can be sold of course).
must say those things sound very interesting and a lot what i hoped it would be like when i started playing the game. how ever i still want to see some advanced "basic" production/scientist/researcher skills to be put into the game first. i am sure u have seen my post(s)  ==================

My vote goes for:

I think this is a must.
Something on the drawing board that I don't like is:
New Character Creation and Character options/abilities
I don't like the idea of hard-coded bonuses that can never be obtained except at character creation. Part of what makes Eve great is the classless system it uses. If I want to play to play a different role, I just hop into a different ship and/or train up the proper skills.
For indevelopment:
Combat Revisited
The problem of dimishing returns for focus fire can be solved by slowing down projectiles and/or increasing the ranged at which combat happens as a whole. That is, if 50 ships focus fire on one ship, and the ship blows up but there's still 5 - 10 seconds of ordinance flying at the ship, that's wasted time that the fleet busy doing the focus fire is wasting.
Another way to increase diminishing returns is to make armor/shield penetration more likely (by way of, say, skills) and more effective. The effect of this is that a damaged ship will have reduced effectiveness. Right now components don't take damage until the ship is nearly dead anyway. If the first few hits can disable a weapon, then one focus-fire fleet versus a diverse-fired fleet would mean the diverse-fired fleet may loose a few ships early on, but the other fleet would be fighting at reduced effectiveness overall.

For the new mod for the signature radius, on stealth plane you have a device that cools down the jet burn from you exhaust. This is why they call those planes stealth planes because their heat exaust is lowered to stealth the heat source from the reactors.
Why dont you call that module a stealth module or steath device that cools down the burn from your reactors thus lowering your signature. Likewise, you sould get some penalty on that use if your using micro warp drive where it just nullifies your bonus from using both where this helps when your using afterburners.
Donno just a quick thaught.

Currently on the 'drawingboard' is a 'T2 BPO auction' thing...
BAD, BAD, BAD idea. Regardless of potential profitability they would instantly be snapped up by the huge megaindustrial corps like they are now... corps that always seem to be controlled by the major 'anti player enjoyment' factions (re: griefers/pir8s/ect).
T2 BPOs need to have a massive increase in release due to the increased number of accounts. The current rate of demand/supply is disproportionately affecting the playerbase in a hugely negative way. New players realize that they are behind in skills, ISK, and technology... so unless they're particularly masochistic they invariably go find more to enjoy elsewhere after a few months getting blown up by the super rich.

We already have the ability to modify our ships in infinately different ways. High/mid/low slots and thousands of modules to fit them.
Being able to modify their bonuses via some sort of command interface module would be a further advancement in the direction of infinate customization... what more do you want? Visual customization would be good, but IMO far too laggy every time someone with a fancy splash of paint warps into my grid.

custom paint jobs-lags could be mostly avoided by dividing ship into few options,from which every option would have its own areas to modify with preset paints and stickers,like in NFS Underground with vinyls,and you could turn off the whole thing in your client if you would wish,thus reducing the lag.
modified ship stats-great stuff,with the right workout,whole thing could be client-sided,where each modification would have a ID and value (ex. ID00003548:25s/-10a - mod +25 m/s at expense of 10 armor HP) or similar,doesnt seems like a much of bandwith to me,maybe only in Jita :)

Oveur, if I may. I think some of the problem with the patch page is its generalistic report of things that are in testing / development. I can understand the drawing board being vague because the idea is still being thrashed out.
But while there are some nice teasers about whats going to be put into EVE, sometimes it lacks detail. And this leads to people going crazy on the forums when the jump to conclusions (rebirth being a prime example) when they see a scary idea but there is no detail describing how its going to work.
Would this be possible, kind of like a pre-patch note detail? Or is this not the intention of these note sections, are they simply a rough overview of what might be put in and what its roughly going to do?

Remembering but after yesterdays T2 battle cruiser it seems today CCP is not doing anything with regards to EVE development or testing as all these boards are empty.
These boards would be very nice if th would just be updated by CCP a little more frequently than they have been of late.

how about making charactaer creation more detailed? like actually TELLING us what skills we can get in our proffesions? like fighters=gunnery lvl4 and stuff like that? so we dont do mistakes and can choose the best race and proffesion when we KNOW WHAT WE GET FROM THEM.

Also, how long until the Recon Cyno/Cloaking device bug(where they can't be fitted to the same ship, despite that being the very purpose of recon crusisers) and the stacking problems with sensor dampener and tracking disruptors are fixed?
