My guess is that CCP is "gun shy" after the childish show of foot stomping and crying that occured after Incarna. They probably feel that if they don't ask for permission from the players before releasing the textures then the same little spoiled brats that cried last time will do so again because better textures isn't a new ship or new nullsec content.
Even though releasing the texture pack is a blatantly obvious thing to do, I can't really blame them for feeling hesitant about doing so. Unfortunately their income revolves around a bunch of entitled little kids paying for their game month after month and keeping them happy.
