The biggest hurdle to not having a separate pack is client download size. Textures that are 4 times more detailed are 16 times larger. So if the current game has 2GB of textures, the HD pack would be 32GB. The Internet is getting faster but 32GB is too big to make it the standard client. Hence it would be an optional extra. |
