Implants do not limit PvP. Tech II prices do not limit PvP. Lack of Tech II insurance does not limit PvP.
Some people get overly attached to a bunch of pixels, and start to give more value to the tools themselves than the job they are intended for.

Money can be made back, training time through lose of implants cannot.

I have heard that was a bug, and that sometimes it works, and sometimes it doesnt.
Well, you heard wrong. If the basis of your arguement are things that you 'heard' it may be wise to check the facts before spouting in public.

The tradesman: Explain to me why there are some people in 0.0? Do they have no implants, and are therefor gimping themselves? Or they do have implants and 0.0 isn't really dangerous?
Or, they do have implants and can afford to replace them because you can make buckets full of ISK in 0.0? ______________________________________________

I lost some implants on Monday night. In all honesty I don't even remember exactly what ones I had in.
So, have I been gimped?
No.
When the skill I am training finishes I may replace a couple of them, depending on what I train next. Let us assume I decide to train a 30+ day skill. I will buy the 2 implants that reduce the training time of that skill and start training it. Then I will right back in to 0.0 fighting people. If I get podded before the training is complete I will be right back to the fight again. No need to replace the implants as the skill training will continue as normal. At the end of the training I will work out if it is worth getting different or replacement implants for my next skill, then I'll be off fighting again.
If anything the hardwirings are more of a pain to lose than the attribute ones, because the hardwirings are used all the time. ______________________________________________

No, When you train the skill up to lvl 5, then plop the implant in, its a bonus, ontop of the already maxed out skill, this goes for new and old. Its a money thing. it doesn not lose you training time when fitting hardwireings.

Jeez, what do you want, a dev blog?
When you die your skill training continues at exactly the same rate.
The time it takes to complete a skill is calculated from your attributes when you start training. If those attributes change during training (ie, you lose implants) the training time is not recalculated.
You don't have to take my word for it - try it.

I did, and again i say, the implant in question that gives you a boost to specific things (speed/sheild boosting) does not hinder your charecter development.

A dev saying it is not a bug, thats likly to be removed in the future.
It works the other way my friend. It isn't a bug until the devs say it is. If the devs posted everything in the game that wasn't a bug we'd be here forever. ______________________________________________
