The idea has a few thoughts behind it:
1) The bane of eve is the stabbed sniper on a gate. Its almost impossible to stop these guys; you can drive them off but they just wait and come back.
2) Stabs cause fleet battles to be more of a 15 ships warp in and whoever looses 2 BS warp out. The exchanges are never decisive because the stabs make it too easy for ships to get out.
3) Players should be forced to set up for travel or attack, not for both at the same time.
4) Having stabs as lows and scramblers as mids indicate racial penalties. its hard for shield tankers to equip scramblers and hard for armor tankers to use stabs. On the other hand the races have roughly the same number of high slots.
5) Once the turret points are exhausted on a ship, its often a pain to figure out what to put in the other highs. Remote armor reps are fluff, cloaks are for specialized ships and nosses are neigh on useless unless at least medium. Scramblers in the high slots would make more uses for high slots.
6) Mid and low slots already have far more modules that go into them than high slots.
5) Scramblers and disruptors as high slots would let new players enter pvp easier as they would be able to fit up tackling ships much easier.
6) It would make the scout frigates very useful as tacklers when right now they really cant manage it.

I would suggest:
A) Stabs, Webbers, Scramblers and disruptors are moved to high slot.
B) Stabs cause the ship to loose cargo space so that an indy must take a penalty for fitting one.
C) Industrials universally loose one low slot and gain one high slot.

Stab snipers tick you off? Well it is a legitimate game tactic. Some Hit & Run tactics woulb impossible without stabs.
Some ppl here seem to have the idea of equiping the largest guns, get the thickest armor and shoot the crap out of everybody they encounter. A weaker oponent has no right to run in their world. Or at least should be limited in his options to do so.
People couldnt be cowards and cheap as hell without stabs as low slots? Well then, seems like another point in favor of moving them to highs. Id rather see engagements. If I want cheese, Ill go to the grocery store.

Now think about tacklers as well....think about solo ships...idea is totally no good for any kinds of solo pvp or tackler pilots.
CCP has said consistently that they dont see PvP as a solo sport so this is not an issue.
