I think the game has a issue of balance in regards to them not showing up in high sec, except for the occasional belt rats. Would be cool to get them every so often in missions. I mean its not like asking for officer rats, that null gets aswell. its time the people of high sec get. some faction love and goodness aswell. |

FYI faction rats appear on missions like World's Collide and Blockade. Just not so frequently as you'll probably want. If you like "normal" faction spawns - exploration is your choice. -¥ |

In terms of EVE risk vs reward is what everyone goes to. Here however is a great opportunity to create such a thing. Cap stable mission pilot thinks hey I'm gonna go do some missions. Meanwhile in null sec the dreaded 0.0ers get a pain down the back of their neck. As they fly from belt to belt in BLUE space with intel on every gate. Worried that the one guy that isn't blue to them in local will kill them risking all the isk they are making from complexes, rats, and harvesting valuable resources. Enough talk about those guys though... Back to that horrible player using a system that deserves a nerf.
As this cap stable mission pilot flies into his mission however he gets jammed because well he doesn't care to use ECCM. So he thinks what ever I'll use my drones, releasing them into the cold vacuum of space they are near instantly killed by disgruntled body guards who are tired of cleaning up after kruul while the damsel is over. Before our missioner can react he notices oddly enough his cap is being drained. Warp scrambled, statis webbed, nos'd, and without drones, he looks over in horror at his overview. An officer with his body guards has just shown up to stay at the pleasure garden. He dislikes that you are planning to take his entertainment away from him.
The missioner tries to align in vain as his omni tanked ship he was to lazy to mission specific gets bombarded by unexpected damage. He cries out in local for help, but this is eve... No one cares! The last thought that flashes into his mind as the ship explodes like a pinata at a tequila fueled Hispanic party is. I just bought those A-type pithum invulnerability fields because I like to never pay off my investments!
You guys are right. Better nerf missions. Adding new and interesting mechanics that would add risk to them instead would be ludicrous. Join a Heroic Era today! |

HS has virtually no sources of risk for those who aren't totally AFK, and the income of high end HS PvE rivals the income of high end Nullsec PvE.
As for poverty line, what are you smoking? This is EVE - Everybody Versus Everybody.

The poverty line has to be somewhere. It happens to be hisec because the stuff we do in hisec is easy enough to do with half your brain turned off. Thus everything that happens in hisec is by definition the "unskilled labour" of the EVE universe.
Based on that, look to ice harvesting as your minimal possible income. Now measure what you are doing against ice harvesting. If you aren't making more ISK per hour of effort from what you're doing rather than ice harvesting, you're probably doing it wrong.
When you're running L4 missions, the easiest way to boost your ISK/hr is to run missions for corporations whose LP is worth more ISK than other corporations, then maximise the LP/hr you make for that corporation. This usually involves blitzing missions. Collecting faction loot from faction spawns would mean shooting more targets and actually looting stuff, which will eat into your LP/hr and thus ISK/hr.
So really, you're better off blitzing missions and not having faction elite spawns. Especially when you consider the extra time it will take to shoot faction elite spawns, which typically have much tougher tanks than regular NPCs.

I love how you make this unsubstantiated claim that "hisec has too much reward already", then immediately leap to the conclusion that "level 4 missions should be removed".
The most rewarding activity in the game is trading, and the only reason hisec trading is so profitable is because nullsec alliances engage in the abhorrent behaviour of "Jita runs". Removing level 4 missions isn't going to address the "Jita runs" issue at all. What will address that issue is making logistics harder, removing the capacity for Jita 4-4 to serve as such a large market hub, and increasing the capacity for null sec industry. At that point hisec will be well and truly neutered without any requirement of removing L4 missions from anywhere.
Some ideas I've had for rescuing nullsec from themselves:
Of course a lot of combat pilots who run missions in hisec to cover their personal ship replacements in null sec might be wondering "what does industry have to do with anything". The news I have for you guys is that removing L4s from hisec isn't going to stop you running missions in hisec to pay for your nullsec losses. HTFU and stop expecting the game to be changed to force you to play the way you wish you could play.
For the clever people, there are local markets to supply and exploit. There's more money to be made from trading than manufacturing, invention, mining or blowing stuff up.

Please, belt ratting is dead. You can make more in highsec running L4s. Run anomalies, sure, but with L4s I don't have to run and hide when a hostile gang rolls through. Run incursions, yea CCP derailed that ISK train, plus my alts gear score is too low to join the leet pimped PvE safe highsec club. Exploration, yea i'll just...darn it someone is already running that one, what about this...someone is already dong it, let me probe down this other...dangit another wormhole, what about this one...wow a salvage site, be still my heart. You know what screw exploration. Since I can't compete with the number and "virtually" free highsec slots nulsec industry is a joke, not to mention the desert that nul is for low end materials, so don't tell me to HTFU when higsec holds all the advantages.

I stick to what I said before. Faction rats, in highsec is about the same as a mob underboss lowering himself to selling product on frequently patrolled streets.
