the solution to this "i cant afford to die becaus it will take me a month to get a new ship" problem is easy.
CCP has already said that frigates are supposed to be useful throughout the game...with the introduction of new and better frigates, of course.
now, the difference between a frigate and a cruiser is HUGE"...as the difference between a cruiser and a battleship...
now, this difference should be the "heart" of the problem...
its "no fair" that HUGE battleships pod shoot frigates with one shot...but it does of course happen. But it should be with the limitations: "if the battleship ever bloody well hits the frigate"!!!
the only chance a battleship should be able to hit a frigate is equipping small guns...same goes for hitting cruisers (medium guns)...
tactically speaking it is brilliant, of course :)
small weapons should do almost no damage to battleships, and only minor damage to cruisers...so lots of frigates annoy a cruiser but wouldnt really do him much harm over a short period of time...and it would take a bloody fleet of frigates to take down a battleship.
k, that calles for some weapon balancing...the "best" small weapons should be able to take a frigate out in a few shots..10 or so. while it would take more like a 100 to take down a cruiser (hypothetical numbers, dont fuss over them)...and of course, the more powerful weapons have a higher rate of fire than the less powerful weapons (or smaller ammo capacity...higher cap usage etc...)
the point is, you are only supposed to hit frigates with small weapons (unless you are REALLY lucky or REALLY good...if you are you might be able to hit one shot in ten or worse with a medium gun). And you are only supposed to hit cruisers with medium guns (and of course small guns...but they do puny damage).
how this can be accomplished is either to change the multipliers of the existing weapons or make some sort of damage classes...all damage done with small weapons to a medium target is divided by two, or something like that.
sdditionally, this can be transferred to ECM equipment...making small, medium and large modules of warp jammers, target jammers, lock jammers...etc.
it would thus be difficult for a medium jammer to jam a small target...and small jammers to jam medium targets and so on and so forth...
all this would lead to one goal = the BIG players with the big money and the big everything can get their battleships...and the small players with their small things can just stay in their frigates...somewhat safe from the big boys. And if they are unlucky enough to suffer from an accidental explosion its not that expensive to buy a frigate :)
and...an extra plus, if the big bad baddies want to annoy the little people by frigate-ing a cruiser or a battleship...they wont stand a chance against another battleship that is...equipped with "large" modules.
so, if you are feeling like you can play in the big league (or the medium one)...you can upgrade from a frigate to a cruiser, knowing that it will not be as cheap to replace your ship if you die...and knowing that you are pretty safe from frigates and battleships...and knowing that now you can take on npc cruiser pirates (which populate a somewhat less secure space)...and you know that now you will possibly be able to access some rare minerals...etc.
