Alpha transparency done in an inefficient or even an efficient (to a lesser extent) way is known to raise FPS; so I would auspect this is normal.

it's understandable, that FPS increase when you dont display transparent elements (10% difference?) .... but jump from 30-70?! .. it's gotta be something wrong with your video adapter drivers, or settings in them.
I think.

I have a similar problem on my desktop. I've never actually looked at the FPS, but it does go up a ton when I CTL-F9.
I also have a 9800 pro.

It is an effect of the GFX engine. It was finished in '01 well before Beta even. It doesn't even use pixel pipelines.

Currently using a Opteron 148 2.2GHz, 1GB DDR 333 and a Radeon 9800 Pro 128MB 256Bit, and I get a nice comfortable 70fps with my current settings - so I fear your problems may be CPU related!

using an x800xt with a 3700+ A64 with 1gig of nice ballistix ram (yea its nothing special but its a little better than generic ram). getting the same problem. poor implimentation.
edit: yes the problem is CPU related, because the game engine isnt offloading work to the graphics card... alpha blending should not affect your CPU if you have a graphics card from within the last 5 years...

It is normal since the interface takes lots of GPU power. My FPS jumps from 60-90 to 140-160.

It's a very graphics heavy UI (transparancy, lighting, etc). The way it's done is rather ineffeciant though, it's nothing to worry about, almost everyone and their brother's auntie has this issue. -
