Doing some low-sec duo pvp, my friend's doing some sort of tackle. How's this look?

I would not choose a tracking computer. You might want to fit an adaptive inv. field instead only to get a bit more eHP onto your destroyer and because your armor has got explosive damage as its weakest resistance. A web might also be helpful and would help your friend with the tackle. Or a tracking disruptor will also be of more value than a tracking computer.
You also want to get a couple of medium drones (to make it 2x medium and 3x light) and not only light ones, because you have 35mbits of bandwidth.

Swap to 75mm Rails if you want, swap to a small NOS if you use an AB. Still, AB is slow as hell and only useful to fight at gates etc.
Algos is a damage dealer, there are other options for tackle. If you want to use an AB thats fine, but a lil risky. Have your friend run in a thrasher with web/scram or something.
