Let's say my Optimal Range is 30km and Falloff is 10km. Does this mean i need to be between 20km and 40km of a target otherwise my accuracy starts reducing?

40 KM - 50% Chance Hit additional modifier based on falloff 50 KM - 0 Chance Hit additional modifier based on falloff

No.
Simply put, if you guns can "track" an object you will always hit it upto your optimal range.
The max range you will hit at is your optimal + 2x falloff. In this case 30+ (2x10)= 50km max range.
Simple as that.

No such thing as minimal range. Below optimal the only thing that effects your hit chances are tracking.

turret accuracy is dependant on:
turret's tracking speed vs transversal velocity between you and the target (transveral will be greater at closer range, so there's kind of a minimum range)
turret's sig resolution vs target's sig radius (same value at all range afaik)
before the above 2 points are taken into account:
below optimal = 100% accuracy between optimal and optimal + falloff = slope to 50% accuracy between optimal + falloff and optimal + 2xfalloff = slope to almost 0% accuracy

Also to add that even though shooting within your optimal is a guarenteed hit, that doesnt mean that it maybe a good one, as mentioned already the other factors come into account and they will determine how good the hit will be.

So far the thread has only mentioned optimal, falloff, and tracking to answer your question Exoice. Sig resolution of your gun and sig radius of your target is also a factor. Sig radius of target devided by sig resolution of gun results in a multiplier applied to tracking. So its harder to hit small stuff with big guns.

In addition to turrets, falloff also applies to EW modules and AFAIK works the same way (ie 50% penalty at optimal + falloff).
