People confuse the [23] with the "25 biggest forum posters list"
They are two different groups, one controls the forum (allegedly) the other spams it.

Okay, the [25] was referring that Thomus was the 25th member. I remember reading something a while back that there was suddenly a 24th member.
But since there is a [23] that "controls" the forums... where's the official list?
