I see the new mining upgrades skill has been added to the market but I am still unabled to find BPO's for the mining upgrade modules.
Can anyone tell me if these have been released yet? And if yes, wich npc corp is selling them?

To my knowledge those upgrades along with the T2 barges are not in game as of yet; either they're getting added to the market (presumably ore region) or doin the t2 R&D lotto I dunno. So far nothing is in game; I've asked in several threads and got -this- responce.
So lovley to have the new 'content' would be nice to actually have it in the game tho :)

Are you sure the blueprint is not sold on market? The modules wouldn't show up unless a player actually manufactures it and puts it on market so the module might not show up for sale in every region. I'll look into this as soon as tq comes back up.

did you check the ore systems in cloud ring, that's where the barges bpo's are would stand to reason the other upgrades are there as well

i havnt checked 0.0 but every other region i've looked at i've not seen them

Please also check the Combat Drone Turret Stabilizer I and Drone Navigation Computer I bpos. They seem to be absent anywhere in EVE, even in those stantions that have NPC supply of other new drone modules' bpos (such as CreoDron stations in Essence region).

I just checked Outer Ring region - no any new BPO
Nor ice upgrade, nor mining lser upgrade, nor drone damage or navigation modules 
PS: covetor bpo still selling there

I have been really disappointed with the lack of a response regarding missing patch content. Tuxford is the first dev/staff member I can find responding to any of the missing mining (or other missing modules) related equipment forum threads. Thanks for checking this out for us.
From the official RMR patch PR page:
Four new skills, three new Leadership modules, and two mining upgrade modules-one for ice, and the other for ore-are added with RMR, plus four new hardwiring implants and a leadership implant (Mindlink).
- I can only find two new mining related skills... Mining Upgrades and Exhumers.
- I can't find any mining related leadership modules for sale. They are not even listed on the market. (Yes, I have the 'Show Only Avaialble' checkbox unchecked).
- The two mining related upgrade modules are listed but they are not for sale and neither are the BPO's. I have been scouring the markets for days. Both of these modules are tech level 1 items... so I am assuming that they are not handed out in the lottery system.
- I cant find a single listing for a mining related implant
If I am wrong and these things are actually on the market, or there is a long expected delay on seeing them, I just want an official response about it.

Implants already have - they dropped from rats in 4lvl missions:
Hardwiring - 'Highwall' HX-1 gives +3% ore
Hardwiring - 'Highwall' HX-2 gives +5% ore

Yes bring us the modulated deep core strip miner II....
Skiff is useless without it...well its perfect for ninja mining with a modulated strip miner

I think, Skiff can mine mercoxit much effectively than any t1 or t2 barge...

At last, Mining Laser Upgrade and Ice Harvester Upgrade BPOs in game now !
BPO cost about 250000, so don't buy it at 2.5mil in escrow 
Now waiting for leadership skills and modules...
