I understand that a player showing yellow in space means he has negative sec status. I understand that a player flashing red means that he has -5 or less sec status, or has done something else to make him a legal target for you.
But yesterday I came across something I hadn't seen before- a player whose name had a red (non flashing) background on the overview list. He had -0.2 sec status, and showed the appropriate yellow in space, but I don't think he'd done anything to make him a legal target for me, so what does the red mean?

Did you have him targeted & locked?
If you have auto-retarget turned on, he may have locked on you and you returned the favour without knowing.  |

No, if he'd had me targeted there would have been a yellow box round him, and if I'd had him targeted there would have been a white box.
His name on the overview list had a red background to it instead of the normal black.

Red means you (or your corp) have set him (or his corp) to a negative standing.
Positive and negative standings are mostly used out in 0.0 where it's good to know who you should and shouldn't shoot (and who you can expect to shoot at you). It's usefullness in empire is limited.

No. If he was set to negative standing there would have been a little red square with a minus on it next to his ship, which there wasn't. What I am talking about is on the list of nearby objects on the overview section at the lright of the screen. Where his name was listed, there was a red background.

It all depends on what your overview settings are set at.
Right click on the word "overview" in your overview, then apperance.
That will show you what a solid red background means to you.
You can change tags and background colors to whatever you like.

I noticed this, too, on a fellow that was looking at one of my cans.
I think he may have targeted the can by mistake while approaching it. He didn't attack and he zipped off after a moment. (He was hunting npc pirates and I think he thought my mining can was one his loot cans. Can't be sure though.)
Does targeting someone else's canister turn you red? Anyone know?

I'll have a look at my overview settings then. Detrick- I didn't have any cans in space, so it wasn't that.

It can also be a bug, there are a lot of problems with the coloring of the overview. I frequently see enemies as green and roid belts as red etc :)

Err...WHA?....Wait just a minute.
So, the asteroids may not be my friends after all? 
I may need to re-evaluate my relationship with the asteroid population.

I'm confused about color too. I guess I should pay attention to the symbols and colors of ships in space, but I look at the overview more. The unknown one for me is brown. Anyone tell me what that means?
Responding to the OP, I thought flashing red was that I was being fired upon. So It means he has a negative status for firing at me. Going from that, I guess orange means something else other than being targeted. I've found out that red with a skull and crossbones means they have a bounty on their heads.

In space right click the small arrow next to the word "overview" in the overview. Choose "Overview Settings" and then the appearance tab.
Here you can see what colors currently mean what and you can change them to fit your needs.
