In conclusion the awnser must be NO
CCP does not un-nerf the balance. 
Should you alter your question and ask: "Has CCP ever corrected items in game to make them more usefull?"
Then the awnser will have to be YES

Still not as good as they used to be. i miss 50% to all resists and having a scorp with 95+% to all shield resists
