Find 9 or so other sorta solo trader type players who are loaded with isk, form your own corp, and make an impact on the game in some sort of challenging positive way that nobody has thought of. Among the ten of you one of them probably already has a dream that you will cause you to say "Damn, that sounds cool!".
Even if it fails you would become a part of Eve history.

Hey mate,
I personally would first go with the dream ship idea. After that, maybe buy a T2 BPO and offer them for a good price. Too many possibilities in eve when you have enough cash

Sponsor The Iron Carebear tournament.
Each entrant starts with a noob industrial. They are given a standard package of items, like say:
3 Miner Is
4 Expanded Cargohold Is
1 Tier 2 hauler of their choice
1 Cruiser of their choice
50,000 isk
Each round, they are required to deliver an item list unveiled at the start of the round within say 8 hours. Example item list might be:
30 cap recharger Is
2 named medium shield transfer arrays
10 asp mines
10 shield flux coils
3 named 200mm plates
100,000 luminous Kernite
No char-char transfers of isk or items are allowed - only market purchases and items earned or built by the contestant.
The hard part would be that contestants have to allow a remote desktop session so you can log in at random to check what they are doing to make sure they're following the rules. Not many people would go for this, so maybe there's another way to enforce the rules. Maybe you log in to check their wallet journal.
Divvy up the pool among the round winners with a big pot (say 5B) at the end for the Iron Carebear.

The point is not what you do with the 10b, it's what the 10b do to you...
You get to realize that's it's a very "meh" situation and in fact the responsibility of having 10b ISK in wallet is bigger than the damn number itself.
You start pondering on what to do and start planning to the edge of sillyness on what to do with the treasure you've been trying to get for so long.
If you don't make a good choice you either start getting mad with the workload or start weeping on the fact that you killed your money.
One way or another, in the end, you realize it's all pointless and spend it all in exotic dancers 
Don't forget, in a while you'll be off eve and what you'll want to remember is not all the work you put in vain for a virtual currency, but "what silly things I did with the dream of 99% of eve's population..."
Sheeesh... I'm very melancholic today.
Someone wanna sell me a few k of exotic dancers?

I wander the same sometimes. although i have not 10 bil. In beginning i felt rich when i had 100 mil, You can only spend it once.
So let say what to do when you had none. What would you want too have then. Not what you could spend but what would spend. If you had none too spend.
You can help new person in eve but they thank you once and you never hear from them again. You can spend under your corp members with who have good fun, but only if they ask.
Or too try too save too your dream. which more expensive then what you have now.

Start a Mr/Ms. Sexy Spaceship Universe Contest. Have a contest where twenty Special Contestants have a chance at a 8 billion isk Scholarship. The finalists would have to perform some daring tasks as..
1) Space Dancing
2) Spaceship SwimSuit Contest (Equipment creativity contest)
3) Talent Portion
4) Question and Answer
The three finalists will have to perform a very special Task ( Self Destruct Themselves ) and the person with the GAUL to do it will be Deemed Ms/Mr Sexy Spaceship Of the Universe.

Get 10-20bill isk more and have some real fun. The funny thing is that 10bill wont really get you anywhere in eve these days. If you are lucky you can get a bad interceptor BPO or another trash tech 2 BPO.

Write a e-book aptly named "How I made 10 Billion Isk and How you can too!!", fill it with pryamid schemes and other dubious fund rasing twoddle, and sell it on ebay @ $2 a pop. procced to accumulate real world wealth, which you could use to then create promotional videos, hypnotherapy tapes and other merchandise based on Self help for succes in the eve universe, culminating in some sort of dianetics approach too eve business model. Then proced to blow all you money, on placing random bounties on peoples heads, crashing local markets and obtaining the eve record (possibly a world record) in the greatest number of battleship loses in fixed period of time. Once you have drained your coffers, write and e-book aptly named "How to blow 10 Billion Isk, I bet you wished you could have too!!", a cheaper alternative would be to simple swap the title on your previous e-book, and finally push that merchandise. Or failing that put the 10Billion on your own head, and hide from everyone, what ever you do Have fun and welldone on generating so much wealth.

Store 8 Billion on an alt that you hardly play.
Turn that 2 Billion you have into 10 billion.
Rinse and Repeat, Once you actually have alot of money ( 40Bil )
Then think of what to spend it on.
10Bil isnt alot considering how much ship BPO's are nowadays.
