ok may idea is a hard one to do
like most web sites that are out there, that you have to sign up to have the anti-bot picture. so why not add it so that us players can click on a player that we think is a bot and make them have to fill in the details now to stop people from spaming this it would be done in an easy way
1 - no more then 1 per player per hour getting the picture 2 - a time limit on filling in the details say 20 minute in case they are a.f.k. 3 - if it not filled in then they become a valid target no concord action needed let us the player base have our fun 4 - if in 0.0 and in a cloaked ship they are able to be warped to and uncloaked also there cargo cans become open to all to take and a warp point to the cargo can add to your over view making it so they can't make isk by returning to it later. 5 - the name sent to ccp for banning

Why half of the suggestions given in this and other threads include a "solution" that kill AFK cloakers?
Then someone ask me why I doubt on the real motivation of most people.
If something is sure is that macro/sweatshops or farmers will not cloak AFK for extended periods of time. They will move to other characters or change systems.
Afk cloaking is usually a system to harass players corps in 0.0, not a system to make isk.
i see your point on that one and is a valid point, not sure how to make it far so if it is a gaming tool i.e. stopping players from making isk for fear of being killed. maybe make it so if its a station system or no bounty rewards while in that system not to uncloak the ship or make warp in point.

The problem isn't so much that people exploit the game- that's always going to happen- it's the ease and safety of mining that is the problem. Even non-macro miners can be semi-afk, or totally afk, a lot of the time. WHY? Nothing in Eve should be like that.
Add some depth to mining for ****s sake.
-And how would you go about doing this? remember there are already problems with mining - 1 it slow and boring 2 can flippers. 3 gankers 4 see all of above i do agree that something need to be done to the marco miners but you should not punish the people who enjoy mining as there game play and yes some do i know there odd.
i play some other games that now have a name and shame forum that the gm post the names they have baned and why i would love to see this added to eve.
i would also love to see ccp reward people whom report macro minners that is real macro minners not spammers trying to get free stuff they should be punished but this will never happen
i also think the roids should move more this would make gsc useless for mining unless you stoped and went to the can every so often.
