Hi: 4x Neutron IIs / Void S 1x Named Rocket launcher / Thorn Rockets
Mid: 1x AB II 1x Named Webber
Low: 1x SAR II 2x MFS IIs 1x CPR
Drone: 1x Hornet II (dont forget the drone!!)
Insane damage, close to or just over 300dps with good skills.
Edit: you can replace the named rocket launcher for a T2 one, there is cpu left for it :)

Cookie cutter setup, will work with any rats, just change the resistances to suit the rats you're fighting.

4x Light Neutron II

2x Mag Stab II 1x SAR II 1x Faction Thermal Plating (TS is best, I think)
Takes me about 4 minutes to kill a 1.4 mil BS. I can kill 1.85 without too much of a problem, but the time to ISK ratio is bad, so I stay away, maybe just killing one round, instead of trying to chain them. To make the most money in the shortest amount of time, stick with 1.4 or 1.1 million ISK BSes and chain them. Also, stagger your reload times, not allowing all your guns to reload at the same time.

I was wondering why so little people us railguns. Like one of the other people said it lets you stay out of the range of a lot of stuff.
Also since I am almost able to use an assault frigate, which one is better for pvp? Enyo or Ishkur? (I have a lot of drone skill and hybrid guns skill)

Well first off i havent trained small railgun specialization wich is a lot more training to my already to big gunnery skill tree. And second for pvp if you have decent drone skills Ishkur for the wtflotsofdronespwn.

hi slots: 4x150mm t2 + standart arbalest (sure, t2 is better but i've got problems with cpu)
meds: SensorBooster t2 + best rare sensor dampener u are able to buy =P
lows: armor rep t2, 2x Tracking Enchancer t2, nanofiber local hull
all frigs, shuttles and PODs are yours... inties sometimes too ;) happy sniping!

Im little suprised with all those setups.
Why not use max dmg?
4xNeutron II with void ammo, 1MN AB II, Cap Recharger II (or best one you can fit) 1xSmall Armor Rep II, 3 x Magnetic Field Stabilizer II
It can teake spawns eaisly, so why use other? Strange ppl.

The 3x magstabII setup works well if all your killing are BS rats. Since you won't be able to fit a web, the smaller rats might be a bit of an annoyance.

That's pretty much my setup except for two differences.
I use AM ammo instead of Void and I use a Hobgoblin instead of a hornet.
It works great!

QFT, that's the fit to use. With AWU4 you can even cram 4 Neutron IIs on there, even with the rocket launcher. But my rocket skills are so pitiful I never noticed a difference in how long it takes to kill a BS with or without it. So I usually don't fit one.
Gistii 1MN AB are cheap now, less than 15 mil, so I usually fit one in the spare grid a rocket launcher would take. Getting in range a second or two earlier probably makes up for the loss of the paltry rocket DPS.

For PvE, it is not necessary to stay out of range. Most NPC enemies larger than you can't hit you at any range, long or close, unless you fly directly at or away from it. You're just too small, and a little bit of transversal is all the tank you need, really.

Ive flown the enyo for many months, ratting in 0.0 - the most viable setup ive found is...
4x Neutron II (antimatter) Monoprop AB, x5 Webber SAR II, 2x MagStab II, Passive armor buff (for Guris, use a nanofiber, >80% kin default)
I realise there is a hi-slot missing, but a rocket launcher really isn't worth it for the dps, plus youd need to drop a loslot to fit it... even then CPU will be a problem. I rat using thsi from a 0.0 POS, all i need is a few drones in the corp hangar and lots of ammo. I go through about 10k rounds a day ratting and make 30-40mil (when i can be bothered :p) - and the DPS is sufficient to kill a BS without reloading, the 1mil and under ones anyway.
PS if its ONLY ratting your doing, get "Modal Light Neutron blaster I" - they have the same ROF and Damage mod as the tech II, but fit easier and use less cap per shot.
Anti-matter for the win.

t2 gain from the spec skills and thus deal smegloads more damage :)

I wish people would atleast post their DPS, and also stop saying "I can solo 0.0 bs spawns", pretty much ANY enyo setup can! It's the missions that test this ship - frigs, cruisers, towers, they're the ones that hit hard. So many setups here don't use any res gear at all, which is good for only Serps, small belt rat spawns and BS's that can't hit you anyway.

1mn AB II webber (pretty important, you can orbit right in opti range without using your ab, helps against frigs)
SAR II 2 magstab II's (really important)
t2 hornet
at this point, i have 60/62.5 pg left (no AWU, so with AWU you should be able to get a rocket launcher.)
and 161.8/174 cpu left. the t2 magstabs each 30 each, so cpu is tight. you can fit t2 resistance plating in the lows(non energized), or a speed mod, but I prefer a named cpr.
leave the last highslot empty.
