If they're from the Federation, I might think about poisoning them with an overdose of hak'len. But then, I don't think that would be harsh enough.
Maybe sentence them to life as reusable moon mining probes? We shoot them into moons in a little capsule, and when they hit the ground they have to get out and take rock samples with a little pick and analyze them.

Lock them in a room in an asteroid. No lights, no gravity. Soundproof, preferably sound null and a constant temperature of 36.5 Centigrade. Leave them floating in freefall 1 m from either wall. Possibly with a spinal block. Thus, no external sensations at all. No movement. No sense of time. All they could do was think.
I'd say 24 hours of that and you would be stark raving mad. Then turn on the lights, play music and laugh. And repeat it.

Oh, this is simple. First, provide a loving amount of small, deep, yet not deep enough to cause death from bleeding, cuts all over their body. Enter: The giant tub of salt. Dip. Watch. Rinse. Repeat. Once a week, on a different day each week. Thus, they don't get too used to it, nor do they know when it's coming to prepare for it mentally.
Then, after that gets boring after about three or four months, rub them down with some good old-fashioned Minmatar stink, and let the slaver hounds loose. 
After that, if they're still alive, comes the worst punishment. Either they memorize and are able to recite the entirety of Pax Amarria within one week, or they're thrown to space, left to fly a smoldering pile of dung that is your average Minmatar warship for all eternity.
(Not that it would be a task or anything to memorize our glorious Emperor's work, or anything, no, it's a priviledge, you see! *nods*)
Disclaimer: This has been an IC post from Turia, and should not be construed as a real-world threat to cause physical or emotional harm to said hackers either by cutting them up and dipping them in salt, or by associating them with the Minmatar. Which one would actually be worse, though? You decide!  |

In case of radio active goods, make sure your bridge is protected by lead. Add the hackers to the cargo hold and go on a sightseeing tour. - 24/7 stargate duty in Jita. Use slavers to make sure they keep working. - Make them clean up every Minmatar station. Again use slavers as needed. - Shove them into torpedo casings and launch them towards the sun - Make them polish your dreadnought using a toothbrush

I'd put them through hard labour for resources. They would be tasked with acquiring everything needed to build a Titan while learning the skills to make it - and then as soon as it's made, sell it to the highest bidder, ISK going to the needy. Well, since this is the forums I would like to suggest a forum-based punishment.
Force them to respond to every post by the "23" within 30 seconds. I cant think of a more fitting and sisyphean punishment.
