It's actually unfortunate punditry on a bill that was designed to clarify VoIP. Before it, Voice over IP services classified as informational sources and were not subject to our telephone laws that restrict telemarketers and harassment. If a company or individual harassed someone constantly on the phone for days, but used VoIP to do it and an alias, it actually wasn't illegal.
This bill only applies to Voice over IP services, bringing them under the same restrictions as regular telephones. It doesn't affect bulletin boards or internet voice/textual communications, because that would require a complete rewrite and policy revision of all the laws governing cable internet services.

First, understand the purpose of the bill. It merely brings Voice over IP in line with various telephone laws. As technology advances, laws need to keep up. This is reasonable.
Second...understand that it takes a lot more than one man wanting to "limit our freedoms" to pass legislation into law. This is just one more thing that the Bush-bashers can point to as a goof-up, and they're wrong because this can't be put at Bush's feet in any reasonable way.
If you want to hate the guy, cool. Just make sure you hate him for the right reasons, not because the media tells you to.

Its amazing how a thread like this can reveal how stupid and hateful some people are. I wish this thread would get moved to the appropriate forum so my curiousity won't compel me to read any further idiotic remarks. I always enjoyed politics being removed from EVE, since it is so pervasive in so many other games.
My corporation is made up of people from all over the world and thank God we have enough respect for each other to leave this crap out of our game.

You know, the word "freedom" once meant something in this country. I'm utterly sick of Congress and our idiot President passing unecessary laws and/or adding unneccessary riders to laws that are sure to be passed in the first place. Worse, when such a law is passed, they can't even get the language right - imagine if this were used for more than just the internet: the mere fact that someone sitting right next to me on a bus and breathing loudly might "annoy" me doesn't mean he doesn't have the right to continue breathing. Ambiguous language ftl.

CCP are not a US company and have (as far as I am aware) no assets in the US, except maybe Kieron (thanks for the info EON v2). Therefore no US law could be enforced on them as long as the US and Iceland have no treaties.
Sorry but your wrong. In order to do business in the US you have to abide by various US laws. Its a bit of a pain tbh. For example you can't sell to the US and sell to restricted companies/countries/people that the US have outlawed. You can't for example also agree with an embargo in your country if the US doesn't allow that embargo.
There are a range of other rules. If they break them then they loose thier ability to sell in the US (at best) and maybe fines/jail time if entering the US (at worst).
For US law to apply to a business, that business must have a legal presence in the US. This usually means an office. As I said, I believe CCP have no such office or assets on US soil. While CCP are selling to US citizens, you are effectively buying an import with no CCP agent in the US. These imports do not class as a legal presence and as such do not make CCP subjected to US law. While the thing you buy must not fall foul of US law, it is up to the citizen to ensure they are within the law.
The only thing the US govt could do is ban citizens from buying from CCP if CCP choose not to co-operate. The US govt could also convict the CCP staff of obstruction of justice in absentia which would mean they would be arrested and jailed if they ever entered the US.
While the US govt may have a treaty with Iceland which help with these situations, most of the time the treaties are for very serious crimes and are there to speed up extradition. No government would spent the time and money trying to extradite a person from another country for what is a civil case.
Either way, CCP would probably co-operate with the request.

The law's going to get nullified as soon as someone goes to court because of it. I'm still amazing Affirmitive Action exists considering that one of the cases you learn about in ENTRY level law classes deals with a WHITE person using it to get into Law school (in michigan I think).
Personally, I could argue that I am using my real identity, as people who see my name here, and somewhere else, know it's the same person. As far as the internet goes, this is my name.
edit: The reason this law won't last is because it completel violates the first amendment, so I wouldn't worry about it too much people.

Did you? Voting down that bill would've ment no funding for the department of justice. It's an auto-pass move, they've been done alot in the past, and I don't recall people getting up in arms when Clinton signed a wetlands act which stated something along the lines of: "It is a felony to demolish a standing body of water with any signs of life or substantial oxygen producing algae."

you people really should read things more closely, 1. bush has nothing to do with the creation of this bill so stop calling him a moron it is you in fact who is stupid for blaming him 2. stop saying that he can veto it, in case you didnt know the senate and house can bypass a presidential veto with a 75% vote, also the little part thats gots yall panties up in a wad is called a rider, its an amendment to a bill that has absolutely nothing to do with the main part of the bill and this bill in particular has MANY of these riders some which are very important therefore if bush was to veto he would come under heavy fire by both wings 3. its not a violation of speech you dumb bastards you can still say whatever the hell you want just has to be under your OWN name.
good god if your gonna live here atleast know how the goverment works

I think the new law in the US shows us, very clearly, that some governements are oversized and that it's political elite is bored and thus conjure up really, really dumb laws to pass. The guy who set the whole law in motion deserves to get a few dozens of turbolax' shot up his ass after being force fed 9 pizzas and a few small-ish rodents.

For those of you who are not American (and some of you who are), this is pretty normal. These kinds of things tacked on to bills happen all the time. Like a previous poster said, they're called "riders", and the only way to get them into law is to tack them onto something else which is a "must pass" because they're too stupid or illegal to pass the legislature on their own merit. This one, like so many before it, will be immediately struck down by the courts as soon as someone challenges it, usually within weeks of it's passing. There are too many organizations in this country that exist specifically to kill things like this and defend the Bill of Rights. Even the polititians who write these things know that they won't stick. They only do it to cater to their constituents or special interests.
It politics as usual. Nothing to worry about.

ok, enough hate mail at bush and the "stupid" american legeslators. did anyone in this post actually read the text in the section in question?
just so that you know whats actually happening and not what all the hype is about, heres what it says.
-STALKERS (yes, this section is about stoping stalking) cannot use any means of interstate, ambibuous and/or anonomous means of watching or harassing a person or persons.
-all of the internet means mentioned are explained so that a stalker or repeat harasser cannot use new technology or means to harass a person.
- repeat offenders will be put in jail for a really long time.
...now, does this sound like you will be arrested for typing an e-mail that was taken badly? or that Bush is trying to destroy all public speech? Im not trying to be condescending here, but im a little tired of all the hype and anger over a mis-read section in a long bill that was instituted at the same time as a lot of other big bills.
- oh, and the section only comes into effect if the person is trying to "kill, injure, harass, or place under surveillance with intent to kill, injure, harass, or intimidate, or cause substantial emotional distress to a person in another State or tribal jurisdiction"

Quote: This bill only applies to Voice over IP services, bringing them under the same restrictions as regular telephones. It doesn't affect bulletin boards or internet voice/textual communications, because that would require a complete rewrite and policy revision of all the laws governing cable internet services.
The intent of the new law's authors was to make sure that obscene & harassing phonecalls (illegal for many years already) were still illegal if placed via a VOIP service, rather than via a traditional POTS line.
Unfortunately, the statute on its face applies to ALL communication via the internet, not just the one-to-one format of a telephone call.
My guess is that it will probably be swiftly amended, and if not, tossed out by SCOTUS the first time an imaginative prosecutor or plaintiff tries to use it. For a more detailed writeup, go to

I have to admit that some of the laws I have heard of in the states do strike me as being dumb, som as being limiting but I honestly cannot see the problem with this one. If you have something to say online, you shouldnt be afraid to use your real name, unless of course you are attempting to stir up racial hatred or you are stalking someone. Freedom of speech isnt affected, it cannot be applied to things like eve or even forums as far as i can tell so i dont know what everyone is getting so wound up about. If any of what I have said is wrong please feel free to tell me. Oh and by the way, George Bush junior is a complete and utter ****, as is the prime minister of england. I am english btw and my real name is mike.

There are several problems with using your real name online. The first is personal safety, for obvious reasons, the second is identity theft. I don't know how common the latter is in other countries, but there are a LOT of criminals in the U.S. who like to steal others' identities for nefarious purposes (everything from fraud to theft to framing someone for a crime). -Wrayeth
