I don't think it will be the turning point in the larger scale of things, but I'm slightly confident that I may actually get something to do in that expansion.
I have been begging CCP for profitable small gang goals in nullsec for years and some vulnerability for the AFK empires residing there.
If they don't do this too half-hearted, it should result lots of fun for all sides.

Of course, that is just pure marketing garbage.
Small squads will still not be able inflict any real damage on the cartels, as even if they can tackle something big, by the time they can inflict enough damage on a large target to truly threaten it, the large target can still batphone for tons of support.
As for siphoning tons of moon goo from the cartels, you still have to be able to get in, and then get out. Many of the lucrative moons are well beyond any jump capabilities of ships, and even if they were in jump range, sorry, jumping a squad in of 10 billion worth of BLOP's is NOT what I would call Guerilla class tactics, or cost.
If CCP had followed through with moon goo ring mining, and the ability to ninja-mine a whole ring in short order, that would be more hurtful towards the cartels. But the cartels quashed that concept fast.
No, this release is just more of the same.
Null sec gets a bigger chunk of the high sec income, as they will quickly control all the lucrative planets in high sec.
I am still waiting for high sec T2 industry to be handed to null sec.
Then again, I figure now that the high sec POCO thing was just the first step.
Why ban T2 mfg in high sec when you are planning on making the high sec NPC stations conquerable, and after the summer release, the null sec cartels will control all the high sec mfg slots?

While I think that Siphon structure was aimed squarely at monopoly disruption, I suspect it will only make the game more interesting, and more fun for the CFC as they'll actually have to defend territory against small incursions. This might cause them to log in more, and blow up more pilots (or get blown up themselves occasionally).
That might, in turn, keep more of them from wandering off to other games, which might, in turn mean more game-play (errmm... "content"?) for all involved. Wait... Giving CFC a challenge to stand up against could make the game commercially viable for longer... This might (hedging), might, actually be a good thing.
