I'd add an extra dollar per month to the subscription price and do the following things with it:
-make it so every corp of more than 5 people and every alliance got their own section of the forum here and their own webspace with a few tools and templates so corps can better organize without having to bear the burden of having technical expertise and a hosting solution
-provide a service that allows corps and alliances to send text messages from in-game to member mobile phones
-add an in-game Teamspeak/Ventrillo-like feature that takes things like gangs, affiliations, and the future hierarchy system into account
-change it so people's avatar's mouthes move with the things they say when they type and using the above system. Basically, make people's persona and appearance way more important in the game

I'd do most of the stuff proposed by BL and DC, and in addition:
ò Insurance max 50%, maybe less ò Remove L4 agents ò Corp logos on ships as a station service ("hello isk sink") ò Increase redocking delay to 2 minutes, 5 if aggressed upon ò Introduce an anti-NOS module ò Encourage long specialization by introducing harsh skill requirements for new ships with dedicated roles ò A one-time chance to redistribute 2 attribute points for all characters ò Make a working bounty hunting system based on licences
Well, that's a few off the top of my head anyway.

I'd run some SQL queries like:
1) Who owns the Cap Recharger II bpo's? 2) Who has the most T2 bpo's? 3) Who are the wealthiest few?
I bet alot more interesting questions would come up as I go.

I'd cut the cost of everything in the game in half. The mineral requirements to make everything I mean. And seed about 5 times more T2 BPO's.
THEN you would see real PvP. Not this cat and mouse gankster action that you have now.
Cheaper stuff means people would be twice as willing to actually go out and mix it up. I truly think it would up the fun factor by about %5000.

less rewards in empire, and ore respawn rate reduced in empire regions up to a point where its only usefull for noobs

I whould remove the sovreignty system. Increase the cpu use on wcs to 100 p/u. Give ISD the option to show us mains of alts. Remove all lvl 4 agents to 0.0 and lvl 3 to 0.1 - 0.4 etc. Fix lag. Change the tech two blueprint lottery, either by a auction or other means. Seed a large mobile bubble, that will cover a gate and suck people in up to 250km.

Create just one Ibis of doom... Allow it to use 8 doomsday devices with no fuel at once. Give the devices a 1000000000000000% bonus to range. Set myself in jita. Move every player in eve to jita... BOOM.
Repeat the process until the ccp bans me.

Soory I posted this recently but it just fits so well...
Ive recently written before here on this topic, EVE can legitimately be called a groundbreaking game. It has moved beyound the sterotypes of gaming in ways which I doubt we will discover for years to come. This is not entirely the work of the devs, it is also our own doing.
EVE is based on an old BBC micro (Acornsoft) game called Elite. What drove me to login in the first place was the promise of a true sucessor to this game, itself a groundbreaker in gaming, in graphics, in gameplay and in size.
You might not believe it, but Elite, run on a 32K machine, comprised an even larger universe than EVE does, with 3d ships, with trading, with piracy, with concord, with stations and missions and unsuspected surprises - but alas no PVP. Elites frontier, almost "western" approach to life in the fast lanes of space was so compelling that the traditional "blurb", the back-of-the-cassette perfunctary explanation of the games background - came in the form of a novella, a well written mini sci-fi novel, which was also the first game fan-fiction I suppose.
Well Its not 1985 anymore, but through the decades that followed we prayed for someone to reprise Braben and Bells gaming masterpiece. When it failed to materialise, we even tried to do it ourselves, envisionaging something along the lines of EVE (but you were "IN" the ship). The technology wasnt there for us, but finally it became possible, and lo and behold guys from iceland had exacxtly the same idea and, allah be praised, they carried it through. Eve was born.
But it sucked, kinda, at first. Another "Frontier" I thought. I was wrong. The sucessive patches and upgrades have made EVE a living, breathing Elite. But theres so much more to be done. Fuel scooping, Witchspace, Planet overflys, in-station first person, AI agents, other galaxies, time travel, ship interiors, first person gunnery, multiply crewed ships, Orbital artillery, Asteroid propulsion, I could go on. And I have.

hmmm....
I'd remove Concord and let the players police their own homes. All space would be "0.0" so to speak unless secured by players.
I'd make pods capturable since if Concord is removed then the sec status system might as well be too. The pod could then be handed over to a player or corp that has a price on the pod pilot's head. The pod pilot would then be put through trial and be sentenced to either jail time or death. Of course, said pod pilot's corp or alliance could come and bust him out.

Its easy to see who the pirates are, still wonder why so many people hate WCS so much, its a valid tactic sorry if yours doesnt jive with it. Also im wondering what the big deal over macrominers is, so they play the game, mine the ore, and then sell the cash they get on ebay and make real cash, although i know its against game rules, if they arent caught, I say good job for them. Just because you dont do it doesnt mean its not a great idea. Also its never affected me except making minerals a LOWER COST, which means things are of LOWER COST....i guess thats something to complain about....
Seriously do macros and WCS ruin your lives? I personally still love playing eve without even noticing any of those things

Create my own system, complete with 100% market seed, my own police force (Set to attack anyone that enters. I would implement the following:
1.) I would immediately hire Rod Blaine and have him implement his proposed Standings System Revisions.
in effect, make it so if you do ally yourself with an NPC corp by doing missions and defense for them, then you get real rewards....and when you do raise your standings with your favorite NPC corp, you will also suffer at the hands of NPC corps that are opposed to your ally NPC corp thru negative standings and some real ingame effects of those standings...higher taxes/fees, reduction in refinery efficiency, etc. This will force those in the game that are abusing the current system in regards to ISK generation and Mass Mining to take time to do missions and ally themselves with some NPC corp to do then what they are doing now without penalty.
of course the beginnings of this are hinted at with the release of Kali.....I would like to see it implemented galaxy wide;
2.) I would change the real ingame speed of all Concord ships in warp to match exactly with players ships by type and class....Give the players in EVE who run Pirates a fighting chance for a change (and also those whom are not Pirates, but might want to get into the action a bit) ;
3.) Give the player Alliances some REAL equipment and skills to properly defend their territory...just like the Empires have...Alliance owned gate defense turrets that web/warp scramble you on entry into a system until you enter a system access code or your ship is attacked and destroyed. Make the Allaince gate control equipment expensive to buy and to keep maintained (they are gonna need maintenance) This will allow the Alliances to actually claim LESS territory, for they will be able to properly control only what they trully need AND control it completely....This will also open up a good chunk of 0.0 space for the rest of us to claim that want to (YES, some of the rest of us empire dwelling pilots sincerely want to go to 0.0, but we want to go to 0.0 on our OWN terms, not someone else's, AND, have you guys seen the 0.0 Alliance map lately....0.0 is full in regards to the space they have claimed, there is not enough wide open 0.0 space for Explorers to open up and new Alliances to claim and gain a little strength in before 2 or more neighboring Alliances pounce on you. Giving the Alliances the tools they have asked for to control their claimed systems not only benefits them (and they have earned it) it also benefits the rest of us longterm.
and finally....
4.) Announce the grand news that a great many of the Jump Gate Construction Ships and their crews have sucessfully completed construction of jump gates into new star systems out on the Outer Rim of the Galaxy! (3500 + new systems should give players alot more room in 0.0 space to start Alliances, claim some 0.0 space for themselves, which leads to claim jumping, border disputes, massive fleet battles, IE more conflict....more player controlled territory.......more player driven game content....

I'd change jumpdrives to not require a c-whateveritscalled field to jump to so that solo players can aspire to a combat ship bigger than the same sh**ty battleship limit they've been stuck with for over 30 months.
