What's the difference between a Ferox and a Raven, a few skill requirements aside? I could pack in larger equivalents of the tank modules, so maybe a couple levels to support. I get exactly the same DPS with more tank. How am I now more likely to lose a Raven than a Ferox? 
Money worries aside (there aren't any; I can lose 200 mil happily and make it back quickly), I don't see any problem. This is a Caldari BS, sure; so I'll be spending some time training up armor tanking skills, and then more to train up different weapons. That's what the two months after learning skills are for. Now where exactly is this SP problem? Ye, if I went for something like a Typhoon, I'd expect to have godawful DPS for a while. I don't mind, as long as the tank holds. 
To decently fly a bs you're going to need:
Engineering 5 Electronics 5 _______ Once you start playing around with full racks of guns and full tanks pg and cpu vanish. Try fitting a raven with siege launchers, anti frig guns/nos, XLarge 2 booster tank and damage mods. BS setups, except in the case of very specilized single purpose setups should NOT need an RCU of CPU mod to fit. The general exception are PDS on caldari ships which are good since they strengthen the tank. _______
Energy Systems Operation 4 Energy Systems Management 4 _______ For pretty much everyone but caldari you should be able to run a full tank (2 repairers) + most or all of your guns. Being unable to run a full tank period = very bad. _______
Tanking skills (depends on the ship but 3 skill at level 4 either way)
Gunnery 5 (or missile launcher 5) Assorted gunnery skills 4 (either the utility missile skills or the range, tracking and falloff for turrets) Weapon upgrades 3
Drone skills -- ideally a full rack of medium drones (so drone operation 5, scout drone 3-4, and maybe the ultility drone skills but drone interface 3 offsets the need to train those up) you'll need these to pick frigates off your bs.
That's a general idea of what skills are useful to climb into a bs.
Right off the bat, engineering 5, Electronics 5 and Gunnery/Missile launcher operation 5 is 750,000+ sp. And that's JUST to fit bs guns on your ship.
Now, running level 4 missions is a whole new ballgame.
You're going to need generally higher skills mainly in gunnery.
1) Expect to fight GROUPS of bses supported multiple sentry guns and cruisers/frigs.
2) Expect to be scrambled.
3) Encountering enough damage to destroy your ship in the time between you fully exit warp and get close to align out isn't unheard of (happened a few times to me)
4) Damage types, your guns, your skills and you.
