Based on the bare statistics alone, that would be the Claw, a Minmatar Interceptor at 475m/s... What can you say, slaves learn to run fast

So with Navigation V and a 1mn microwarpdrive ii
you could get up to 3265.625 m/s what else could you do to go faster ?

Gist MWD (660% speed boost), domination overdrives (40m/s boost each, fits 3 IIRC), Acceleration Control V, and a full set of snake implants.

Edit: Toyed a bit in QuickFit with this... A claw with all speed improving Navigation skills at 5, fitted with a 1MN MWD II and 4 Overdrive Injectors II should reach 5419.625 m/s 
Before or after mulitple mwd nerf?
Post nerf I have seen reports of ships going upto 10km/s. But that's with faction mods, implants, gang bonuses etc.
Edit: The fastest I have personly seen a ship go was a crow doing 6850m/s.

if you're looking this WITH modules, then the capital ships..
they can fly several lightyears in less than a second :D

interceptors are the fastest overall. Interdictors I think are the fastest large ship at 425m/s.

My flycatcher has 445m/s base speed before skills. But it's still slower than my crow with mwd as it's too heavy.
