I think we can be pretty sure it's on the cards at some point in the future. Note Hilmar's slightly pugnacious offering in the "apology" devblog of WiS-inclusive gameplay as representing the ultimate vision for EVE's future.
And quite right too. Despite the occasional outburst of Neanderthal WiS-hating (even as shown in this thread) a secret bird tells me that a small majority of players really do want WiS at some point in the future, albeit with some proper gameplay and function, and not at the expense of FiS.
But CCP are probably not going to get round to it until they've really got the FiS drawing back lost customers again. |

They were not focused on EVE Incarna, they were not working much on EVE at all. They were focused on WOD, to get it out of the door as soon as possible. That is why many left. Nothing new at all.
If they had been focused on both EVE WiS and FiS and hadn't brought that stupid NEX store into the mix, Incarna would have been received much better. What they gave us was a test labelled Expansion.
I do not yet see one feature planned for the winter expansion that would hold someone thinking about leaving EVE for more than a month.
Also I cannot imagine someone would join EVE now, because there are engine trails. Or ship skins. |

I don't think it is such a tiny number. Even though you, the few other goons and the five other people I see in every post on WiS want that to be so.
There are a few people that say WiS first. There are many that say FiS features have to come first, but they want WiS, too.
I want WiS and new space features. And I want space features that are more than just re-balancing and that do not only involve PVP features (most of them just re-balancing again). A few new ships can hold my attention for a little while, but not for long, to be honest. POCOs that will be smashed by major Alliances whenever they feel like it neither. It just means sneak trips to 0-Sec or Low are not worth the effort anymore.
Truly new space features and concepts would probably draw my attention.
Now, if that makes me a loser in your point of view, I can clearly live with that. I found out years ago that ignoring the opinion of narrow-minded people is quite relaxing.
When they said they were working on avatars and station life years back, in essence they opened a Pandora's box that will inspire many to clamour on as loud as you did for certain features and they will continue to do so until satisfied with the results.
And no matter how often you say "space barbie", it will not change. |

That is nice of you, but the Eurogamer interview spoke a slightly different language and the fact that they fired a lot of staff working on avatars doesn't exactly make me believe that new Incarna content is part of their plans within the next few years.
I never was for a hasty approach to any kind of development, but I am for on-going development and I do not see signs of that.
Neither for great FiS features nor for WiS.
There is a lot of stuff to do in EVE, so at the moment I'm not bored and happy to pay my subscriptions. But at some point I'll get bored if nothing new but a few new ships turn up instead of new conceptual designs that make me want to stay.
EDIT: While CCP can be proud of the fact that it never got boring for me in 4 years playing EVE. |

And, as-released, it is horrid. Eve players have been told to put the things they want on hold, and put up with poor and unfinished expansions for years, while their subscriptions funded Incarna. Because it will be awesome, and good for the game.
After all that sacrifice and trust, it's fair for players to have expected basic competence from the product. What we got, of course, was an "MMO" of one person in one room, with poor performance. And when it launched, self-congratulatory posts from CCP telling us that this was amazing, breath-taking and unprecedented in MMO history. o.O Perpetually clueless, or dishonest? Neither answer is acceptable. And it had to actually be hard to spend millions of dollars from 2006-2011 and claim to be unable to produce an avatar-based multiplayer experience. There are no-name startup MMOs out there that have delivered better performance, completeness and interactivity in far less time.
Begs the question: How the heck can Dust work, if CCPs game engines and content creation can only handle one person in one room at a time?
Anyhow, had Incarna launched, timely and functioning well, this would all have been fine. The people who don't care for it could ignore it if they desired. But now, the people who have had the Internet Spaceships part of EVE suffer for years are bitter (or gone) due to how Incarna stunted the game they loved. And the people who were holding on for the repeated promises of Incarna have that snatched away too.
Going forward, if there is a forward, CCP has to DELIVER SOMETHING. Stop with 33% fleshed out expansion features. Finish them. And support, improve and maintain them after release. But you can't ask for forgiveness after five years of embezzling from your customers. You can only beg for mercy.

Few things
1 Gameplay - or lack of. This is probably the LARGEST reason why they didnt push it any furhter in getting things out. Questions like What Purpose would it serve, How to make it fit, How to make it 'fun' This belive it or not EATS alot of developer time. Becuase not springboarding off of this just right would make you crash right back into the board. Its something they wanted to avoid.
2 Bad Jugglers - Players wanted more space stuff and improvment on things that had been mostly ignored for years and it holds true, ccp introduced alot of featuers and then like dropped them like a rabid puppy.
So here is where you need to set your expectations:
1 Have knowledge they are still working on Incarna, Primarly the rendering engines, and assests, this results easier and smaller development cycles when they decide to make the rest of the stations interiors. This has been quoted by a dev.
2 Have knowledge that the artist specifically hired to do interiors and clothing are still employed, expect more nex items in the future.
3 Game design is on the backburner, it wouldnt surprise me if they got a melting pot of ideas on how instation is going to play out stewing on the back burner and every time somone comes up with a new wonderful ingredient to throw in they do so.
4. The network guys are busy with DUST 514, dont expect them to work on multiplayer instations until winter expansion next year or year after next summer due to fact that MMO shooter networking is very serious business. |

Sorting out the signal-to-noise ratio:
Incarna was postponed (for an unknown length of time) for reasons that include damage to players' computers from overheating, too many projects on the go internally (CCP was trying to do too much with too few resources), and a botched Incarna launch.
They're giving us the new Captain's Quarters in the Winter Expansion, because they'd already finished them (and it would be pretty silly to go to all that work, just to throw it all away). As of now, though, I'd cautiously list Incarna as 'on hiatus' -- I'm pretty sure there's still someone at CCP that's at least looking at Incarna and WiS features, but they're not going to risk causing another massive PR blunder like Monoclegate unless they're certain they can deliver the content properly. |

The DREAM of Incarna was brilliant - in-station and in-ship interaction, player-crafted clothing and items, player-run establishments, an expanded market/economy for station items, new gameplay options such as minigames, multi-player board rooms, and real-time status maps from other sectors. Properly implemented, Incarna could have brought in ten to hundreds of thousands of new players from the sim-crowd (the largest cut of players worldwide).
The DELIVERY of Incarna was a horrinble mess - only one room, no multi-player, no new gameplay, no new crafting, items for sale on the NEX store, a second currency system, code that overheated computers... and to top it all off, CCP released items that cost $40 to $70!! A monacle for $70, and no where to show it off !? Most micro-trans games price their items reasonably at $2 - $15... so the $70 monacle showed just how far off base CCP was from their players.
The backlash from both FiS and WiS players was astounding. FiS players were rightly annoyed that the space game had been neglected with zero payoff, and the WiS players were annoyed that 5 years of development resulted in a one-room cell, when lesser companies have created entire games in less time. As a result, subscriptions took a hard dive.
Since then, CCP has declared that they're going to re-focus on the space game. I don't see how ship trails, ship spinning, and new nebulae qualify as 'content', but that's where we are at the moment.
My activities in EVE will soon be little more than reading the newsletter and waiting for Incarna to come back... at which time I'll re-subscribe. |

Incarna runs like a dream on my machine (60 FPS), with all graphics options on max. My card is about 2 years old.
But your point is still valid - Incarna should have some low-res models available so everyone can play without framerate hits. The Carbon engine has failed us on this issue. |

Note that the majority of the people that had to go was connected WoD.
And the primary incitement for CCP to push Incarna was the synergy they could get by re-using resources between WoD and Incarna.

Then again, by the time we even see that, everyone will have upgraded by 2 more generations of graphics cards, so everything should be fine... |

The ONLY proper roleplayers in Eve Online who should ever be prepared to buy ANYTHING from the Amarrian-owned Noble Appliances (NeX) corporation are Amarrian loyalists. Any other roleplayers feeding these leeches aurum are just bogus.
(Of course the irony is the proper Amarrians doing this are doing it so they could "show off" in a Minmatar slum room for six months but thats another laugh).

Dust is using a completely different engine (licensed version of the unreal 3 engine I believe)

Though for a lot of people, even if it had launched in a functional state, it would still have been an unwanted intrusion into the Eve sandbox if it had been all NeX/MT display case rather than actual player led industry and gameplay.

Well here's the thing. This winter's expansion is tourniquet to stop this game bleeding out and stablize the condition. For genuine recovery we probably need 3-4 straight proper expansions (aka apocrypha scale) at six month internals with signifcant (and actual) iterative balancing and finishing of abandoned features in the time between. It will be hard work and it does need a total focus on core Eve Online gampleay with absolutely no tendencies to leap off on bizzare MT flights of fancy at the cost of actual Eve content.

SOE used to do this very thing that some of us fear about incarna. They'd create an expansion, but it didn't fly as well as they'd hope. So they try to distract you with the next thing coming out as they hide under their beds hoping the current release would just go away. And then you'd not hear a word about it for 5 years. |
