I'd like to discuss the reimbursement policy considering losing stuff due to undocumented features/unintended behaviour.
Here are two examples:
1) If you use repair drones on a non-corpmate (who is not criminaly flagged) in empire = concordokkened.
2) If you log off before an agression timer runs out, the timer is reset to another 15 minutes. I once logged off 14 minutes after agression, and got podded 28 minutes after the agression occured.
In both cases the GM's won't be able to undo the unjustice and have you swallow the bitter pill.
Wrong? I sure think so.

The second of those behavioirs is ENTIRELY intended. It is to prevent people from logging to escape the consequences of their actions.
The first, however, sounds like a nasty bug (I don't know directly, never used repair drones in highsec) which SHOULD be a known issue and petitionable.

The second example happened to me before RMR was released. It could very well be that it is intended to work like that, but it sure is/was undocumented! I lost full set of halo implants because I assumed I was safe when I logged off 14 minutes after losing my ship. I am not pleading to get them back, I just want to discuss this. Undocumented is the keyword here.

Oh? Wouldn't that be accomplished by simply keeping the ship online until the original timer ran out, rather than resetting it? Sounds like a bug.

ok....Maybe this is due to the fact that I sm clueless but I'm gonna ask this anyway....I don't understand how the "agression Timer" got you podded. AFAIK Concord and other NPC's don't pod you...Only Players can pod you. Given this an Agression Timer has nothing to do with you losing you implants.....

dude i read your post and am not attacking you...
1. turn on your criminal flagging in esc menu. then you get a warning if your going to get concordoken (very simple solution for criminal issues that you dont understand)
2. I would never shoot a player and kill him and not know how it works. Obviously you know how it works. Do your homework before robbing the bank next time. You might not get caught. But if thats not possible, send the bank a complaint that there security is not documented.
use the help channel as you can gain most if not all answers for anything in that channel
you could always open a petition...but then you know thats not right either and CCP told you so..

Dude, you _are_ attacking me.
1) Didn't happen to me. 2) It was a war. I know that the pvp logoff timer is 15 minutes (I read patchnotes every time). I COULD NOT POSSIBLY know that the pvp logoff timer is reset when you log off. I had to lose 1.5 bil worth of implants to learn that!
EDIT: this thread is derailing a bit. I only wanted to discuss reimbursement of stuff lost to undocumented features. Anybody could lose stuff over something they could not possibly have known or predicted and it won't be reimbursed. And that is wrong imo.

The real issue here is not that either of these things can hapen. people can have their opinions about whether it is right or wrong - but you didn't write the game, so those are just opinions.#
The issue a complete lack of documentation regarding the entire game. I want to read the bit about starbase structures and how they work - in detail, I would like to be able to understand how all the increasingly complex skills work together. etc etc....
Ok I have been playing for well over a year now and have managed to get a fiar grasp of how the whole thing works, but there is no manual, no detailed explanation that I can sit down with one night and read cover to cover. I am sure I am missing a lot of possible advantages by not being able to do this.
Players are left to sift through pages and pages (search function please) of forum posts filled with peoples theories, it is very rare to see definative explanations from CCP on anything.
Come on CCP it shouldn't be that hard, write a manual!
By the way - yes i do know there is a player guide - but that is more aimed at new players, to get them started, rather than a full blown manual.

CCP doesnt explain how new features function, and I dont see a point to annoy your customers with unfinished/undocumented stuff.

CCP is well know for poor implemention of features and not a single explanation of them. And customers arent there for testing there stuff.

Most stuff is not docmented, you have to test it out for yourelf.
The pvp timer resetting to 15mins when you log off is documented, and makes sense.
The repair drone thing sounds like a bug, but if they say it isnt, then it isnt.

But yeah, I think the Repair drones thing is a bug, I've seen it happen too. It's sad. 
I didn't log off to avoid combat FFS! I logged off because I wanted to go to bed and I thought that after 14 minutes of warping around, my pod would disappear in one minute. But it didn't and I got probed and podded after 28 minutes.
On a timescale it would look like: Combat -> 14 minutes -> log off -> 14 minutes -> podkilled. I assumed that it would be: Combat -> 14 minutes -> log off -> 1 minute -> ship disappears.
Actually, I'm pretty sure that 99% of all people do not know how this works.

If they didn't explain it, why don't you just test it? They didn't completely explain probes, write guides on target-jamming or give us the stacking penalty or capacitor recharge equation. People found those by testing it.
Honestly, why should they document everything well or even at all? We even have an entire server for testing it. There's no excuse for going blindly into a battle assuming you know how an undocumented feature works.

Its an older entry, but its talking about the same effect. Whenever you do a session change (jump, eject from a ship, logoff, dock, etc.) you reset your agression timer. Its how its always worked.

If patch notes say "logging off after pvp now has a timer of 15 minutes". Would you assume that there is more to it than just that?
Or if a Gallente control tower says "100% bonus to silo capacity". Would you assume that it's not working and test it? No! You would anchor a silo, verify that it works, leave your pos for 10 days, and after 10 days return to find that half of your materials are gone because the bonus was not applied after the next DT. (I've seen this happen also, and no reimbursement whatsoever).
Or what if you fly a recon ship into hostile territory equiped with a cloak and a cyno generator and get blown up because you tried to activate your cloak and it didn't work. You would get no reimbursement.
Or if you put your dread into siege mode assuming that it can't be jammed and then all of a sudden find yourself being jammed and subsequently killed (this is now fixed)? You guessed it....no reimbursement.
I could go on and on, some things more unjustified than others.
I have no problem at all with some reimbursements being refused, but in case of undocumented features and bugs, I can't see how CCP justifies a no-reimbursement-policy.

dude tbh most ppl dont give a crap about your interpretation of the log off rules. the fact of the matter is, if you logged off before the timer, you deserved what you got. most ppl will agree with me on this, it dont matter if you were 'tired' to others it just looks like youre logging to avoid death. end of story.

Nahh, that's *******s... Say he logged off after 10 mins... Timer resets to new 15 mins... Logs in again... Timer now at 14 mins... Stays online for 5 mins... Timer down to 9 mins... Logs off again... Back to 15 mins... Is this correct? If so, where's the justification for that? You could theoretically keep your agression timer on forever... Doesn't make any sense at all... Surely 15 mins total is enough, as long as your ship remains attackable?

From the FAQ: If a character is criminally flagged, the flag stays active for at least 15 minutes after the criminal activity. The timer does not expire after jumping between solar systems. If the player commits another criminal act while the flag is active, the timer restarts.
How would you interpret it? I'm this > < close to starting to flame people.

I wish every single person who attacked the Op the loose a faction BS after attacking a rat in a mission, because there is a very small chance that some rats are actually CONCORD undercover agents and CONCORD does not like their agents to be shot down. Or something as silly as that. Of course, it would be your fault as well, and we all would laugh about you on the forums, because you where too lazy to test it out in a cheap ship ... After all, if the coutdown says 12minutes, it could be actually 7 or 19, right? And only because your wallet shows that you have 1 billion ISK in it does not make it so ... you have to test it out first before you can be sure...
In RL there are no bugs so it does not matter. If it works it should be this way. With the rather buggy Eve-Code, its hard to tell bugs from features ... especially since you have to use out-of-game methods (betatesting on testervers) to actually find out how it works in the first place. lack of documentation does not make the game more deep. There are parts that dont need to be documented - true, but game rules must be clear.

Honestly, the testing is neither thorough nor even close. It's sub-perfect but definitely on-par with other MMO testing schemes. They only have what.. 10-20 devs and a handful of volunteers to help test patches before they go live? Do the volunteers, apart from the buh hunters, even test patches? Add onto that maybe 100 people that check out the test server and file decent bug reports. They could spend months testing a patch in-house and on the test server and still there would be bugs that would make it to tranquility.
They rely on players to let them know when they miss a bug, which is going to happen constantly because the number of people they have to test things before they go out is tiny compared to the 100,000 players (or accounts, anyway). If they were to test and verify that every part of the game works and was not broken by the patch, it would take them several months at least to go through the entire list of possible things that can happen in eve. Add onto that the time it would take to initially compile that list and keep it updated with new additions to the game. Players provide a tester base of thousands who span the entire game-worth of professions and places. Bugs that crop up in everyday gameplay for some people might have slipped all conventional testing. If players file bug reports, the testing is localised to where it's needed - bugs occur during play and information about them can be collected thousands of times faster by the playerbase than by any CCP employees or volunteers.
Put simply, it is neither cost-effective nor even feasible to fully test a patch before release. The bottom line is that we get as bug-free a game as they can do with their limited resources and if bugs make it through, you report them so they can be checked over by the bug hunters, who are volunteers doing a completely thankless job, and eventually the bugs get fixed. It can take them a long time to track them down and the quality of the average bug report does nothing to help, I'll bet. I can imagine how many people file rubbish bug reports like "my ammo isn't working". The playerbase represents tens of thousands of people "testing" the game continually. Can't get much better than that. It's not a perfect system but as long as people submit bug reports, it works fairly well.
But the reimbursement policy for losing ships to bugs which can be confirmed server-side is a bit of a gray area. Say you know that you can't cloak with the cyno field fitted. What if you decide instead of chancing losing your ship by fitting just the cloak (someone could find you if you cloak and are unlucky enough for them to get close) or the cyno (no cloak to protect you), you fit both because you know for a fact that the cloak won't activate and you're counting on that so that when you get blown up you can get your ship reimbursed by saying "I didn't know it wouldn't work. It's a bug."? See, it's open to exploiting. If it's a well known issue, people can fake it. If you had your dream in siege mode in pvp and lost it, how easy is it for you to claim you were target jammed? Very easy. The system is open to abuse if they reimburse for known issues and bugs. However, that said, I think that the reimbursement system is changing because either kieron or eris posted once a month or two back and said that the GMs will be getting new tools to help them confirm if a bug is the cause of your death or not. Cryptic but promising.

they said your ship goes to a safe spot and stays in space for 30mins when you log off... that is why.. Its somewhere in the forums.. |

Close. When you quit, your ship warps 1,000,000km in a random direction and a timer is started and begins to count down. When it runs down to 0, your ship vanishes. The timer is 2 minutes if you have not been in any pvp engagements in the past 15 minutes. If you have been in pvp (and yes, being shot at and not firing back counts as pvp), the timer is 15 minutes.
So if you wait 14 minutes after pvp and quit, you'll stay in space for another 15 minutes. If you just wait out the extra minute, you only stay in space for 2 minutes after you quit.

I was messing with some repair drones...You know for the life of me, I could not find the "repair target button" just the "ENGAGED target button"
Free-form Professions, ensure no limetations on professions. Be a trader, fighter, industialist, researcher, hunter pirate or mixture of them all.

Point 1. I'm not a PVP'er, so you might want to ignore this post...but...
Surely the justification is to look at it from the other side.
Player activates the timer and decides to log off after 5 mins to avoid combat. There are three potential options;
1. The timer continues to run while he is offline, so he comes back in "clean" Obviously open to abuse.
2. The timer pauses while he is offline, so he comes back in with 10 minutes left This would seem the logical option, but it is still skewed in favour of the aggressor. Assuming he is using hit and run tactics, the 15 minutes is designed to give his victims time to scan for him, find him, an kill him. They spend 5 minutes doing this, and he logs off just as they find him. He waits a while, then comes back in. Unless his pursuers have doggedly stayed in the same spot, they have to start all over again trying to find him. Is it fair that they should now only have TEN minutes to do that instead of 15?
The ultimate abuse of this system would be to log in for two minute periods at a time. I woudl count that as a true exploit (in my opinion), and whilst it would be a royal pain in the arse to achieve, it would render the target effectively immune (assuming he had gotten away from the initial site of agression in the first place)
3. The timer resets to 15 mins when he comes back in. This is the fairest option. It means the pursuers have a FULL 15 minutes to find their target, even if he decides to log out.
EDIT: It is not my assertion that the OP logged off to avoid combat. I am only explaining why I think the system works as it does (in my opinion). It has to work this way to counter those who WOULD abuse the system, and unfortunately the OP got caght up in it.

How could it be open to abuse if the pvp logoff timer was 15 minutes no matter what?
Suppose you log off 8 minutes after combat and then you disappear from space after another 7 minutes of being logged off. I don't see a problem with this.

I believe the OP is not complaining about the actual mechanics themselves, but rather the vague, splintered and sometimes downright incorrect documentation of game mechanics that CCP provide.
I myself new about the PvP log off timer quirk, but only because i was active in the forums when it was introduced.
There are MANY mechanics that have insufficent documentation, or only player made documentation that is hidden away in overly difficult to find locations (oh yes, that post on tuesday in the 37th week of last year ).
If a ship/POS/item is lost due to a mechanic that is not fully CORRECTLY documented on an offical CCP manual/user guide then in-game reimbursement is the logical fair response.
Of course a total reimbursement policy is tricky, so prehapse CCP should settle for the far lesser headache of actually documenting all mechanics in a single location instead of several dozen devblogs and no-longer stickied threads streatching back a year or two

Close. When you quit, your ship warps 1,000,000km in a random direction and a timer is started and begins to count down. When it runs down to 0, your ship vanishes. The log-off timer is not 're-set'. There are just two different timers, which unfortunately happen to have the same length leading to your confusion.
There is a PvP timer that has the effect of: if you log while this timer is active, it will take your ship 15 minutes to time out, otherwise it will take 1-2 minutes.
After a little bit of thinking, it should be obvious that these are separate timers, which just happen to have the same length of 15 minutes. If they were not, your ship would disappear instantly, if you are not affected by a PvP timer.

here is another hidden or not openly discussed timer, which i recently learned of the hard way, when going from low to high sec, this is what was explained to me if u open fire, or return fire on another player you have a 1 min timer from the point u turn the weaps off before gate allows you to jump into high sec space (ex. 0.4 ->0.5)..
i lost 300 bill in BPCs due to this timer( lost ship with 10 sec on the timer), only reason i hadnt known about before is i never saw a discussion about it, dont know when it was introduced into the game, and 95% of the time stayed in empire... never even crossed my mind that there could be one... but to my knowledge its never been discussed, but then i dont read the forums 24hrs a day, ----------------------------------------------- In the End , there can be only 1

It is not discussed much, just as topics like "when I click my AB icon I go faster" are not common.
On the other hand, it does account for many ship losses in EVE PVP combat, as it easily forgotten by people that are used to only engaging NPC (which do not trigger this timer).
*Edit: This applies to any gate, at any time... not just low sec to high sec jumps.
