I have been giving this a thought myself for a long time so I'm glad that I bumped into this thread and all I can say is that I believe it would be fair for new characters to learn new skills at a double rate or perhaps even triple rate up until 5 million skillpoints or whatever, and after that at a double rate up until 10 million skillpoints, on paying accounts that is, no triple skillpoint gaining on trial accs.
I believe this is fair because it wouldn't cause any imbalance in the game at all other than the fact that ppl selling characters wont earn as much money anymore.
It would also mean that your rl friend might catch up with you without having to play for a year before being able to play properly.

You would rather camp a gate in your Titan yelling "YOU SHALL NOT PASS" irl as you initiate your doomsday weapon upon a noob in a merlin who can't defend himself -yet- rather than having a game where ppl who start today can actually catch up to at least 20% of what those 50mil sp characters are at today.

Also I would like to point out that a twink is unfair because it requires you to have a high level character already.
A system where new players get skillpoints at a triple rate or a double rate would not be unbalanced because it would apply to everybody and also because ppl who are above the 10 mil barrier would still be ahead of the new players and lets face it, even at 3 times the speed it would still take several months just to get 5 mil.

Of course, but a noob doesn't know that.
When a noob hits 5 mil skillpoints he will most likely have a wide range of skills simply because 95% of all people will go for a jack of all trades character until they decide what is best for them.

850 mil? what are u smoking?
You can easily kill 1.8 mil rats in a battleship that costs under a 100 mil but to do that u need skills.
You can easily mine a 100 mil in a covetor which is relatively cheap but you still need the skills.
Instead of forcing the new players to play for 3 months while mining in a Ibis while waiting for industry 5 to finish so that they may start using the procurer they might as well give new paying customers the ability to use a procurer after 1 month for example.
The quicker they can afford a battleship the quicker they'll enjoy the game.
My brother visited me a couple of days ago and watched as I played EVE, after asking me tons of questions etc about it he said.. well it sounds like a great game but the sheer thought of starting to play a game where new players have no way of catching up even the slightest bit is just creating a huge red light in my mind saying don't play that game.
I can bet my balls EVE would get alot of new players if they just had the chance to catch up.
Doesn't have to be 10 million sps, 3 millions is alot too and enough to let them get the most important skills to be able to start making money.

I mean why should lowbie players have access to a feature that you didn't have? Why should he have more bang for the buck? because it's fair and nothing else.
Today lowbies get a voice tutorial when they start the game, are u going to complain about that not being ingame from day one or what's your problem?
I'm asking about 3 mil sps, not a 3x multiplier up to 30 million sps.
3 million sps is nothing.
Games evolve and the skill system of EVE is definately ready for something like this in my opinion.
Of course, if this game was 6 months old I would understand why nobody wants a system like this.
DAoC was a good game and the devs realized that after 3 years the first 20 levels out of 50 was basically obsolete so new players who came to daoc actually started out at lvl 20 instead of 1.

Whatever, but I can just tell you right now that I forsee that EVE's destruction will be the simple lack of new players due to their inability to catch up even the slightest bit.
