I was there at only some 380 people online and seemed very smooth. That's however not a good indicator yet as I've seen Jita reach 700 once..

Jumping through the system is now alot faster than it used to be and undocking only took me 30 seconds or so as opposed to nearly 2 minutes before the upgrades.

Short answer:
Its still laggy, but not half what it used to be.
I wouldn't be choosing M4 Caldari Navy Assembly plant as a location for any fleet battles.
