Removing the ability to hold from frigates, considering the tankign changes have nerfed any danage they might of done in small group engagements leaves them only as scouts and anti-scouts, and you don't need many of those.

Web and scramble are no longer a problem. 
Granted, I miss the 30-second cycle times on web and scramble modules that made tackling a much easier job.
super4lt can dig it, he does. But battleship nos require more cap and cpu than web+scramble.

He had ECM too. A pilot with seven WCS installed is bent on running and will do so the second his ECM kicks in.
Me, personally, I think WCS belong in high slots. Enough already with those that have too big a fence to sit on between fighting and running away.
Me, personally, I think warp scramblers belong in high slots. Im SO very close to agreing scrams should be in high slots, but then that would make the most viscious combat ships atm (ravens and throns) even more deadly than they currently are becuase they have utility slots that scrams happily fit into but then freeing up a med for extra tank or more cap or whatever.
It would answer the 'nothing worth fitting but nos' arguament, but it would present its own problems i think.
Can anyone honestly say a torp raven should be able to tackle more AND tank harder ?

I think the current scramblers are fine. Webbing and scrambling are the primary domain of lighter ships like frigates and that shouldn't be altered.
The normal faultless scrams should stay as they are.
BUT.. There could also be a long range cruiser-sized scrambler (~50MW) that only works against cruiser or bs sized warpcores. This would have a range of 20km, and a falloff of 20km, or very much inline with cruisers. This would really cut the long range t1 cruisers like the Moa some slack.
Alternately, this would be a sig-modulated scram with 200m signature resolution and a short cycle time.
Possibly there might also be a BS-sized scram (500MW) that has a 40km optimal, and a 100km falloff, but only works against other Battleships. Alternately it could just have a 600m signature resolution.
The other best change would be to make it impossible to use both a scram and a stab on the same ship. Scrambling a target should also scram the user for 1 cycle after deactivation.

There are ways to stop webbers/scram frigs, its called a DRONE Thats D-R-O-N-E. learn what it is. see what a drone can do to a frigate. learn to use them.. rifter vs 5 medium drones rifter go POP!
Or, ive seen some megathron setups that have an assault launcher as part of the layout... <sarcasm> I WONDER WHY </sarcasm>
Also the WHOLE POINT of frigs is to get in and hold a battleship still while avioding its gunfire... combat in this IS NOT 1vs1 its gang vs gang where the most organised, and well trained + fitted. WIN. not the biggest, hardest hitting pure firepower (although that helps.)
Im pretty sure all alliances who know thier stuff will agree, 5 vets in very well fitted ships can take down 20 noobs in equal ships.
A frig can hold a battleship still.. oh woe. id like to see a SINGLE FRIGATE KILL a battleship! if the BS pilot gets lucky and glances that frig, that frig is going home in a pod (or clonejump xpress!)
Learn people.. and someone nerf trolling alts, same D*&M thing has been said in a dozen different threads this last week.

I think its great that if some one in a AF/frig/Indy wants to take on a BC or BS then good on them and if they can upset someones day in trying to take down a ship thats much bigger then theirs then good on them. However even if you have a poor set up on a bc or bs then af/frig/indy will never take u down unless they have support. I like to fly a range of ships not just the same old BS.

That webbifiers hasn't been changed the same way MWD/ABs were is really strange.

If Tackling gear is ever.. EVER made class specific you know whats gonna happen right?
EVERYONE will be in a BS for the simple fact that nothing smaller than another bs can hold one down...
So i ask you Mr 'Nerf small ships because i only fly BS's' Alt if this was to happen what new role would the smaller ships get? lets weigh up the options..
1) Damage support... Nope as if your only fighting bs's you would surely use bs's to deal damage 2) Scouting... right we have a role for covert ops.. the same role they've always had.. next 3) Tanking... LOL
The only way i can see this working is if 1) Interceptors get a bonus to web's and scrams to make them able to pin down larger ships and 2) Assault frigates get their 4th bonus as a damage/RoF bonus to make them viable as support damage dealers
Anyway just my 1.5 isk I'd rather fall with 10 lions, than stand with 1000 sheep |

I like the idea of giving interceptors great bonuses to webs and interdictors great bonuses to scramblers. These two ships should be able to punch through any amount of countermeasures if they use all their slots on the items. That would of course mean they don't have much ability to deal damage so they must be part of a group.
Otherwise, what's the problem with being able to load up on stabs? If you want to use EVERY medium slot for stabs, then you should be pretty darn stable.

then what would be the point of having tacklers? and dont say that if you want to tackle, train into interecptors because i dont want to lose a T2 ship + modules just to be able to lock a guy down. Plus, if they have WCS anyway, there would have to be like 3-5 frigs to a BS, making the game very unbalanced towards smaller ships... I'm hoping this was a joke topic.

The best solution is to nerf scrambling and webbing and give ceptors a bonus for that, instead of the ridiculous dmg bonus, so they can actually be useful.
Then, as someone said give assault frigs another dmg-related bonus to make them frigate sized dmg dealers, that can take out ceptors, interdictors etc. Nice and balanced ;).

making ships have a certain warp power and make scramming like sensor jamming would be interesting. haulers could say have 20 warp power(just as with ECM a BS is harder to jam an indy/transport/freighter would hard to scram as their warp drives are more powerfull then a warship)

The tech 2 metathread is the most awesome module in space. Especially considering it requires niether slots nor space in the drone bay.

What I said about am innaccurate BS sized long range scram, scrap that. Bad idea. Makes midrange BS far too versatile.
Now an innacurate, mid-long range scram is still a good idea to complement the conventional scrams that make frigates worthwhile and useful to a gang. Only 1 tech2 cruiser offers this, but it's ludicrously expensive.
If we could only restrict the cruiser scram to cruisers and not devise a situation that costs 150M isk to try. We need a t1 solution for rail, artillery, and beam anti-frigate cruisers. The Moa especially needs this. Restricting the theater of opeartion to 20km is far too limiting for cruisers because most can't operate there - except in groups. Frigates can still seek this range, but cruisers need to be able to operate outside it effectively.
Popularizing cruisers just results in an expanded role for battleships.
A simpler solution would be a 1 minute cooldown time between warpcore activations.
Alternately, we could just give all cruisers a 10km bonus to warp disruption devices.
