Hmmmmm, so let me get this straight. Orc A says SA wanted to fight bob, and you are saying a good portion didnt.
So i can assume Orc A didnt even bother to contact his superiors and just waged war by himself, dragging SA in with him. Then SA tries to save face and makes up all this "we arent slaves blah blah" crap ? :)
Orc A = the pied piper
SA = all the little boys and girls
What Dantes was refferring to was the conviction of the average joe in SA, thanks to BoB's forum brigade, this is no longer in doubt.

AFAIK From an outside pov, BoB deedn't seems to try hard to destroy SA, they are occupied in the north, and in that case, SA wardec, they pay. Why the hell they would engage a considerable long time effort to obliterate SA ? They don't have any reasonable reason except an hypothetical smacktalk between sa and bob that started the war.
So imho, whatsoever are the odds about can Fix-BoB destroy sa or not, that couldn't happen due to a lack of trying.
P.S. That's an empire pov, wich try to stay neutral and as no intend to become the next flamebait. Thx
