I want to explain the system. It seems that people have many very wrong ideas about it.
The current server memory leak is causing performance and stuck issues that are causing the travel advisories to pop up all over the place.
The idea was that the 15 minute grace period at startup was something we wanted to get rid of.
We tried that by deploying new cluster administration scripts but preloading of solarsystems caused SQL server to go to 100% CPU at startup and a bug in session handling caused systems that were loaded when a character entered them when the SQL server was at so much load to get stuck. The solution... increase the grace period to 15 minutes.
With this patch we wanted to completely remove the timer and introduce a loading system for the solarsystems that would not cause the systems to get stuck while loading and also prioritise system loading by the waiting time for it instead of max load value like we did before.
The traffic advisory system was born. At startup systems are loaded in priority of highest sum of seconds waited by all characters that are trying to enter a specific system.
So 200 people in Jita that have waited 2 seconds each have priority over a system where there is one character trying to enter it, even if he has waited for 300 seconds, since Jita has priority with 200x2 seconds waited and the single character has 1x300 seconds waited. Thus maximizing level of service.
Also added with this system was stuck system prevention, or more correctly, a system to prevent people from enter systems that are already stuck. Thats what the traffic advisories on the map are.
System that have held their lock for too long are considered stuck our detection method is foolproof 99% of the time. However, with the problems this patch is causing, it causes this detection to trip over the massive lag.
When we fix the server memory leak, the performance issues will hopefully be fixed and traffic advisories will be useful.
I also want to point out that the traffic advisories are not random, do not close down systems that have many players in them, do not close down systems on same nodes as stuck systems or block access in any way, except if the logic detects the system as stuck.
I've changed the configuration for the advisory system so that a system has to be consitered stuck for 15 minutes before you are not allowed to set an autopilot route through it.

We also have autothrottling on userlimit on startup, but basicly, yes.

Isn't the userlimit throttling at startup much more like WoW load queues? Anyways, this will not be as apparent when a) the server memory leak is fixed and b) we get the new SQL server.

Yes, as I explained in my post, traffic advisories are popping up all over the place now, due to the memory leak issues in the server. That causes server performance to degrade to a level where its giving false positives on systems that are located on nodes that are suffering the most from the memory leak.

I hope so.
Yes, traffic advisories will be rare when we hotfix the issues with the cluster, but its still normal to run into a few notifications about systems not being loaded shortly after startup. That however sorts itself after a few minutes.

If you read my post, you would see that it doesn't close systems because there are too many people there. Systems are only closed if they are stuck.
