My current setup:
High: 3x Medium Diminishing Nos, 2xBest named 150mm Rails Mids: Fleeting warp scram, best named 10mn AB, J5 prototype warp inhibitor webber, 2xhypnos multispec, or hypnos multispec and balmer tracking disruptor Lows: True Sansha Explosive Active Hardener, EANM II, MAR II, 400mm Rolled Tungsten Plate, Internal Forcefield Array
Drone bay: Carry a mix so you can be ready for whatever ship comes your way. Preferably T2 drones.
Expensive setup but allows you to fit all sorts of goodies. The TS Explosive hardener is a must since it gives you a huge CPU savings. Also some of the best named mods will give you just as good as performance as T2 gear but with additional fitting savings as well (such as the Hypnos multispec and Balmer tracking disruptor). I especially like using the EANM with the DCU and Active Hardeners as there are no stacking penalities.

54% Hull resists across the board 72.9% EM resistance 71.8% Explosive resistance 89.1% Kinetic resistance 78.2% Thermal resistance
This runs everything except the second med repper forever. If you have both nos on a target with cap, it'll even run the second repper forever too. You could switch out a cap recharger for some EWAR gubbins and probably still run everything forever with both nos on the target, but I haven't tried that yet.

The third "Weapon Slot" is 'Offlined', ie. something like a Nos will have to be offlined before i can online the repper. There is a reason i used 2x 125mm Gatling Autocannon II btw.
Ishtar and Mods came on roughly 1800 mill or 1.8 bill.
Expensive Toy
It was too much ISK to spend on the Ishtar for the moment so i stripped the Mods and sold them.
But add in a LG Slave set and a good Damnation wingman, mmmm.

This ship has turret hardpoint. Use them!
Heavy Electron / Ion Blaster II's work nicely.
Recently i've been thinking it would work better with dual-150mm Rail II's, or maybe 200mm rails if they fit.
Can't test it because some nasty person blew me up whilst i wasn't properly paying attention. Afk + ishtar = no good idea.

This question is easy to answer.......Ishkur = mini domi
The drones are your main form of attack......having the rails means that any other ships that are in your face while the drones and nos are on the job, you can soften them up with rails. Blasters require you to be in close.....not alway the best place to be in small frigs not designed for it.
oh...turret hardpoints = blasters AND rails!

[Low] 2x mar II 1x interal force dmg control 1x TS exp hardner 1x EANM II
this fits with using all of the cpu available except for like .25 and almost all powergrid, and maybe for a btter tank throw in a couple rigs

A faction tank on that setup would give you place for 2 75mm rals or a small remote repper and something else.

Train your electronics skill to lvl 5 because that setup is pretty standard for an Ishtar pilot with the right skills all maxed out. If you find that you still cannot fit the items then change them for faction stuff, True Sansha, Dark Blood etc. Those items will save you over 20 cpu per item:
True Sansh Explosive Hardner: 20 CPU/1 PG - 55% resist Armour Explosive Hardner II: 44 CPU/1PG - 55% resist.
This is really worth it for the Ishtar and you shouldn't fit many any tech II items once you've enough cash to get these:

Hmm... care to explain what exactly you are doing with an ishtar fitted this way? No repper... No magstabs to go with the guns, cap booster for no reason... Omni tracking link with no sentries to go with it... Not trying to be rude, just this dioesent give any meaning compared to some other setups and advices you gave out on other ships.
