While I might take issue to the terms 'prey' and 'predator' the categorisation is reasonable. Unfortunately what you seem to have overlooked is that in humans the 'prey' will always vastly outnumber the 'predators'. Most humans want the easy life. They want predictability. They want safety.
First person shooters often succeed precisely because they are escapist. People can play them in an unnatural way as a break from routine because they know that when they finish for the day it has no consequences.
A persistent state game like Eve is different. Most of us play them precisely because they mirror the real world. We know that when we log-off nothing is lost. Nothing is reset. We can see the progression of our characters. That means we attach value to those characters and as soon as we do that our instincts kick in. Eve becomes an alternate place to live. A home away from home.
By representing the realities of life so accurately (in particular the harsh penalities associated with making a bad decision) Eve triggers our natural life decision making processes.
To put it simply:For Eve to become more successful it has to increasingly appeal to the 'prey' simply because there are more of them. This doesn't mean it has to become carebear heaven but it does mean that you cannot, will not ever, change the long term balance between 0.0 and Empire. Not by much anyway. The best you can hope for is to make it easier for Mr. Joe 'Prey' Average to pop out to 0.0 for a bit of a larf one weekend now and again. -- (Battle hardened miner)

But bizarrely there are some of us that don't mind that. I prefer mining but I have no particular objection to long distance travel. I've been known to spend an entire evening collecting buy orders for mins and I've quite enjoyed it.
I guess the point I'd make here is that if it travel were eliminated (either actually or by too much risk) some of us would actually miss it. -- (Battle hardened miner)

No you can't - certainly not if you include hauling time in that figure. That figure is for an Apoc or possibly medium barge. If you know the right systems to mine in then a well fitted Apoc could pull in 5mil an hour perhaps.
However in Empire 4mil an hour playing for a couple of hours a week makes you effectively rich. Equipment losses are low to non-existance so you can do very handily on a smaller income than 0.0 residents.
That's basically why I left 0.0. Overall you get richer but it takes so much time and hassle. Even then spending your money is a pain because most of what you want is only on sale in Empire. -- (Battle hardened miner)

I would have agreed with you except that I hadn't run any L3 missions for a while. I did my first in about three months at the weekend and in fifteen minutes I got 200k in bounties and fees and 4mil in loot.
