Should you lurk nearby and wait for someone to take the money and then attack him, the police would deal with you, not him. The same goes in Eve. If you attack a player who just took "your" ore from a regular container in a system with a security level of 0.5 or higher. You will be destroyed by Concord."

My real life morals have little or no bearings on those I choose my charecter to have.

Here's another method that stops ore thieves...
Use the smallest ship necessary to kill the ore thieves even in 1.0 systems... Frigates cost < 200000 isk and I have NO PROBLEM with throwing a Frigate away just to kill some IDIOT ore thief whwnever doing so becomes necessary. Lately ore thieves have been using small ships such as noob ships or Frigates - some people use noob alts to steal ore... I keep at least 1 or 2 fully loaded and armed Frigates on hot stand-by near where I mine just so I can sit 80 km from the soon-to-be-dead noob and then I launch 4 heavy missiles and then wait for the Concord to destroy by throw-away Frigate. Agents know how to help me remove the drop in Security Status that results for me but I take the noob's ship away and possibly force the noob to go and get enough money to buy another ship. Try this sometime ! - lol

Use the smallest ship necessary to kill the ore thieves even in 1.0 systems... newb ships are free to replace, and frigates very cheap, so in this case you're probably just losing yourself a bit of time from the event.

if osmeone in a newb ship stole my ore doubt I'd be too bothered, the cargo hold is what? <300? buy the time they have grabbed 1 load, I'm back at base, in my mammoth and got the lot safe again. 
sure it sucks to be stolen from, but hey, like every1 says, risk vs reward. (not that there is much risk).
once giant cans are secure, i doubt I'll have anymore problems anyway.
