There's no sense in hating your wartime enemies. You accomplish the goals of the war (or not), and then you're done. Hating them just makes it harder to be done with the war after it's over. Thank You. Just a note. I don't think most americans "hate" the somalian people, I think we're ignorant about them. The US government's policies (for better or worse) are focused strongly on international trade, and somali pirates being in the news doesn't exactly get them good press.
The present objective is to declare that "terrists" are in control of Somalia and use that as an excuse to expand military involvement there in the long term.
You see there is oil under Somalia, but the oil companies don't want to confront the land owners (the tribes) that own it.
We can't have Somalis benefiting from their own oil. It's bad enough that the Norwegians and Venezuelans got to profit from their own oil and we can't have this happen you see. Oil execs need to keep those huge incomes up because the American government is not bought out cheaply.
So the long term goal is to further extremism in Africa (I was told about Libya and Egypt by an "insider" 2 years before it happened) and then in the chaos, install governments more friendly to oil companies so all that great oil rich land can be robbed from the owners.
The owners will probably be equated with "plantation owners of the American South" or something or be called "landlords" or some other word that has a negative connotation so Boobus Americanus, only partially paying attention (those semi-AFK people) will automatically side with the narrative of the state.

I have traveled to various African nations, and lived in Mozambique. Mozambique is the third most underdeveloped country in the world in regards to education, agriculture, infrasturcture, etc (DRC and Niger beat them out). For all my time spent there, I can barely pass judgement on the country as a whole.
The Mozambicans have a staggering abundance of natural resources (offshore oil deposits, coal, other forms of agriculture) but a corrupt government that cannot manage any of it and spread the wealth. The average Mozambican is very, very friendly and eager to learn, earn, and live well. But corruption is a huge problem in most African countries, and it takes its toll.
I have seen firsthand the effects of what living in squalor does to people. When you sleep on the sidewalk, drink from a filthy canal filled with rubbish, bathe in the ocean, and sell trinkets on the street corner 7 days a week so you can afford to buy a loaf of bread, it's no wonder some see crime as a viable alternative lifestyle. The lack of proper education countrywide only compounds the issue as they fall further and further behind the power curve.
In regards to Somali pirates, I'm sure they are making a living the best way they know how, and trying to survive and be breadwinners for their family.
Does that make piracy okay? No. Would I treat a pirate like a pirate Can I hate an entire culture because there are a few bad eggs? No.
Rash and unfounded generalisations about an entire population are stupid, especially if you have NEVER seen any of it firsthand, or tried living their lifestyle.

You should also know that a survey of EU residents for the country that was the biggest danger to world peace was a tie between Israel and the US.

The US has bad foreign policy. This is known. It's an unfortunate consequence of a political and media environment in which only cynical, self-serving assholes can hold high political office. You can't fairly judge us as a people based on that. We are victims of it as much as anybody else.
