What is that, is it a module or a ship?
What are the skills needed to use it?
What are the stats on it, being either module or ship ?
Would be great if someone could answer those questions for me since I cant seem to find the info my self, (I dont have the hdd space for 2 EVE folders to run on Chaos as well)

Its a structure. Like a sent gun or station. You pretty much haul it out in an indy and deploy it.

Hey, way to go getting people to help you there!
You know what? I know exactly what skills you need to run/anchor a mobile refinery. But you know what? You can go find out yourself.
Go read the 10 million other posts on this topic, and go view the Flash animation. Find out yourself, and try to avoid the flames when people don't hand you everything you want on a silver platter...

Mobile refineries will have a small thing on them all u refine is nerved 50% .. so bistot will no longer be 16x mega it will be 8x mega :)
everything you refine gets nerved 50%
