It's the end application (the EVE forum) which uses IP based protection to confirm your identity. I mean, how can it be LTE's fault? If you want a static IP use VPN through LTE or ask your operator to enable a static IP address for your particular subscription through the PDN-Gateway. Even better, these forums should allow you to disable that feature.
