This is indeed a difficult one to answer So here's my POV of it:
Null sec is actually safer than Empire "IF" you're in the right corp/alliance. I'm not meaning ones with thousands of members, 50+ will see you relatively safe so Long as you have an active user base & don't stretch yourselves thin.
No-Where in Eve is safe. The biggest issue you have here is that alot of people think Empire is safe & they are immune to most antics that go on in Eve. Again, go live in null sec for a while & you'll see what alot of people mean by null sec being safer.
Some people just plain wont move out of Empire.. Simple as. No amount of pushing, shoving, changing game mechanics will change this. All you'll end up doing is forcing them to quit as the game in no longer enjoyable so you end up with even less people online!
Nothing Lasts forever, especially in Eve. Get used to that and losing ships & pods and the game becomes alot more fun.
Some Possible improvements to nullsec which may increase the population:
Each region should have something unique there. Wether it's a certain type of roid to mine, component to be used or whatever.
Have small high sec islands dotted around nullsec - only two or three systems across. Make it that only something unique can be aquired there. These small hubs can only be accessed by corps not part of an alliance & of a certain size (min~max). Throw in a countdown timer as to the length of time they can stay there before it turf them out to the nearest station. Corp & the members all get a timer of 12-18months til they can return. (no farming for you lot!)
Nothing puts off any potential new nullsec dwellers than being hot-dropped by a bunch of caps! Yeah, alot of us have done it or been on the receiving end of it. This is an Area of the game CCP really needs to look into if they want more people moving into nullsec. Blame the player ran corps & Alliances for this though (the very same lot who gripe that null sec is dead)
Again, this is just my POV on the whole thing. I expect people can come up with better ideas & solutions.
So less whining, more solutions.. The ball's in your court now.....
