Jovians are the perfect solution to one of the biggest problems with Eve: Sucky PVE. World of Warcraft, for example, has incredibly complex, fun, and interesting PVE. Eve does not. Solution? Jovians.
1. Open up Jovian space through some kind of storyline. Renegade Jovian faction built a gate. Civil war. Somebody made the long flight over and put a gate there. Whatever.
2. Give storyline reason why someone would want to pwn on Jovians. You could do "Jovians have X bad trait, everyone wants to fight them for righteousness," or you could do "Amarr and Caldari want to fight Jovians, but Minmatar and Gallente want to fight the bad Jovian factions," or you could do "Everybody wants the Jovian technology, even the super liberal Gallente are willing to fight Jovians for it" or you could do "No Empire faction is at war with Jovians, but certain non-political groups are willing to hire and reward capsuleers for fighting them," etc., etc. Tons of ways to write storyline.
3. Create complex, EXCITING, interesting, fleet-based PVE content. Imagine: You and 20 of your alliance buddies form a fleet to fight a Jovian deadspace scout force, consisting of 2 Jovian frigates and a cruiser. Imagine: You and 50 alliance buddies get in your dreads and battleships to assault a Jovian POS and its defense force.
4. ???
5. Win.
Seriously, Eve will finally break into the American MMO market. Even the lack of easymode will no longer deter us from playing Eve anymore. PVE content! What a concept!
Loot: Obviously it can't be so ridiculously good that it destroys the whole player-initiated, player-driven concept to the Eve universe, so here's a solution: Have this PVE content drop items that must be analyzed or researched or whatever to create BPCs of Jovian technology. Voila, you get both reward for PVE and another element to help the player-run economy.
Long run: Maybe one day, regular people figure out how to evolve into Jovians from some kind of storyline element. Or Jovians can still disappear into the void and leave behind crap to investigate. The point is, this doesn't remove the other possibilities for plans to incorporate Jovians into the universe.
