Possibilities:
1. In a future expansion, players may obtain Jovian genetic modifications. Eventually, Jovian ships become flyable. You cannot CREATE a Jovian character, but you can evolve into one.
2. Sometime after factional warfare is introduced, the Jovians have a civil war. After all, we know so little about the Jovians, they could be hiding immense internal tension right now. Anyway, the Jovian Empire begins to tear itself apart. Some factions build stargates to the rest of our space. Now, any ship from our side that tries to go through will get pwned pretty quick. HOWEVER, the Jovians send ships out to the capsuleer alliances, offering technology in return for committing pilots to their cause. Over time, Jovian technology leaks out, circulating among the capsuleers. Somehow, this technology never filters down to the empires - maybe you need certain implants to use it, and only capsuleers can fit these implants.
Eventually, the Jovians reach a kind of peace. However, the new Jovian Confederacy is a shadow of the Jovian Empire. At this point, Jovians become a playable race. This is not as much an advantage as it might seem - the Jovian Confederacy is weak, with capsuleers - both Jovian and foreign - a major influence. The Jovian capsuleers will be in control of the destiny of their nation.
How will this be balanced? Quite simple: most capsuleers will use Jovian technology, if they can afford them. Jovian technology will be like tech 3 - expensive, requiring a lot of skills, but available. The Jovians, meanwhile, will have so crippled themselves that they will no longer be able to produce this technology at a high level. A weaker Jovian technology will arise that is at a level comparable to empire technology. This is what new Jovian pilots will fly. True, they will have easier access to the 'real' Jovian technology, but at the cost of not having a strong nation to take care of them.
